Lai boards coast guard vessel to observe coastal defense
President Lai Ching-te boarded a Coast Guard Administration vessel in New
Taipei's Bali District to observe coastal defense (海岸防禦) operations during
the Han Kuang military exercise.
According to the Presidential Office, Lai received briefings (簡報) on the
patrol vessel's equipment and coastal strike operations.
He also inspected its missile launcher system and learned about its
configuration and operational readiness (作戰準備狀態).
Thursday marked the second day of the Han Kuang exercise, with drills in the
north focusing on coastal defense and other defensive operations.
Typhoon Dolphin moves west
Meteorologist Wu De Rong says Typhoon Dolphin appears to be moving further
west even as it continues to weaken.
The Central News Agency cites Wu as saying that while the system is expected
to pass near the Ryukyu Islands today, uncertainty in its projected track
(預測路徑) is increasing, making it less likely that the storm might miss Taiwan
completely.
Because of this, Wu is warning of intense rainfall in northern Taiwan and
later in central and southern Taiwan tomorrow through the early morning of
the 10th.
While temperatures are expected to drop in parts of Taiwan, eastern Taiwan
may experience extreme heat due to downslope warming (下坡增溫) caused by air
descending over the mountains.
Strong wind gusts are also expected across Taiwan, and residents are advised
to take precautions.
National Central University planning Arctic expedition
Members of the National Central University's Polar Institute are taking part
in what is Taiwan's first ever independently planned expedition (考察／探險) to
the Arctic.
According to the university, a 30-member team will be spending 12 days near
Norway's Svalbard archipelago (群島), which is located midway between mainland
Norway and the North Pole.
The team includes scientists from Academia Sinica, the National Taiwan
University and the National Academy of Marine Research.
The university says although Taiwan is not an Arctic nation, changes in the
Arctic could have long-term consequences for Taiwan.

Ukrainian President Volodymyr Zelenskyy says Ukraine has hit more oil
facilities deep inside Russia.
The attacks are part of Kyiv's effort to undermine (削弱) Moscow's wartime
economy.
Meanwhile, Russian drone and glide bomb attacks across Ukraine killed at
least three civilians and wounded 22 others. Zelenskyy is urging his allies
to supply interceptor missiles to bolster (加強／強化) Ukraine's air defenses.

Iran reviews ban on US ships
An Iranian parliamentary committee is reviewing a preliminary bill that
would bar (禁止) U.S., Israeli and other "hostile" vessels from transiting
the Strait of Hormuz.
The ban was reported by Iran's semi-official Fars news agency… and its
citing a lawmaker.
The draft bill would impose fines (處以罰款) of up to 20% of a ship's cargo
value for violations of the proposed restrictions.
The lawmaker said the legislation was still under expert review and that
parliament had invited specialists to submit recommendations before the
draft is finalised.
Canada climate change wildfires
In North America, a new analysis (分析) found that climate change created
conditions that led to Canada's Wildfires… even though the Trump
administration thinks otherwise.
