The Israelites had suffered a defeat at the hands of their enemies. Instead of seeking God's presence and the reason for their defeat, they tried to fake His presence by bringing the Ark into their camp as a good luck charm. The second defeat is even greater than the first. God's presence isn't found in objects but in our obedience - it's there that He comes to our rescue.
