The US House of Representatives passed the Equality Act. It officially bans discrimination against people based on sexual orientation and gender identity. He was a co-author of the Human Dignity Ordinance passed by the San Diego City Council in 1990 to prohibit discrimination based on sexual orientation in housing, employment and lending.
