Should the decision to hold a violent juvenile offender be based on available space?  Aurora City Councilman Dustin Zvonek joins George to talk about a push to stop capping the number of violent juvenile offenders based only on beds.  If the beds are full, how do you decide while violent offender to let go?  Does this teach those kids that their actions do not have consequences?
