As a child, if you were caught doing something wrong and did not face consequences, would you have changed your behavior.  George talks about a new proposal to not put child offenders in jail for anything less than murder.  Instead, they would get "treatment" however, the treatment is not mandatory.  So, the child offender would avoid jail land be able to refuse treatment without consequences.  How do we think this will reduce child offenders?
