The Amorites and Moabites were among the people who were not allowed in the congregation. These people at one time had hired Balaam to curse Israel. But verse 5 tells us, "Nevertheless the LORD your God would not listen to Balaam, but the LORD your God turned the curse into a blessing for you, because the LORD your God loves you." We also saw this in the life of Joseph after he had been sold into slavery by his brothers. Years later, when he was second-in-command, his frightened brothers were at his mercy. Joseph said, “you meant evil against me; but God meant it for good.” God took these curses, and turned them into blessings, as he often does.
