The inaugural CAADP Biennial Review Report of the African Union Commission on the implementation of the Malabo Declaration has demonstrated the importance of having a continental framework that sets benchmarks for member states to simulate evidence based planning, and set the ground for harmonised tracking and mutual accountability.
