The Social Security Agency says children don't need funeral cover because the risk of them dying is minimal. This is contained in SASSA's application for direct access to the Constitutional Court. But Stats from 2013 show that 13% of deaths in South Africa are children aged 18 and below. SASSA wants to appeal after the Pretoria High Court lifted a ban on deductions for funeral cover from child care grants.
