Minister of Mineral Resources and Energy Gwede Mantashe has said that royalties the state receives from mining could be used to start up the sovereign wealth fund that President Cyril Ramaphosa announced in his State of the Nation Address.  The debate has been going on on whether South African can afford it or where SA could find money to establish it.
