Local government has faced greater challenges than ever before to regain the trust of South Africans and to provide essential services in a prompt, financially responsible manner. In recent years, the decline of local government has been characterised by service dysfunctional municipalities, administrative instability, financial mismanagement and crumbling municipal infrastructure.
