Opening the country is a very tricky thing. Some are right, some are wrong and you really can't make them happy no matter what. A popular race car driver once told me this, some people who are depressed may want to keep things closed, because they feel "equal" in some weird way I get that. These are my thoughts and yet again, no clear answer.
