Faced with rising numbers of migrants and asylum-seekers crossing the English Channel on boats, the UK government came up with a plan to fly them to Rwanda. They could apply for asylum there. And other asylum-seekers, so the thinking goes, would think twice before trying to cross the channel. But now, the plan is facing legal challenges, and it might not even happen.
