Public Protector, Advocate Busisiwe Mkhwebane wants the Terms of Reference for the Commission of Inquiry into the State Capture to be expanded beyond the Guptas. Mkhwebane says this is to be done to avoid any further allegations of State Capture being lodged with the Office of the Public Protector.
