Leaders are called into the ministry where God can trust them, as they lead God's people, when leaders are not visionary, the flock suffer, for their inactive task, and so often God can not carry out His purpose on the people, unless the leader is willing to bring inner change of hearts in the lives of people, sometimes, people are lead astray, because the leader had failed to yield to the voice of God, to pass on what He heard God speak, and tell it to the people. Leaders are tasked to show people where they are going and how to get there without any problem of seeing the vision.
