FIFA wants to expand the club world cup into a tournament like the champions league.  

The FIFA Club World Cup is an interleague men's association football competition organised by the Fédération Internationale de Football Association, the sport's global governing body. The tournament officially assigns the world title. The competition was first contested in 2000 as the FIFA Club World Championship. 

The Fédération Internationale de Football Association is a non-profit organization which describes itself as an international governing body of association football, fútsal, beach soccer, and efootball. It is the highest governing body of football.
