The thing you want, let’s presume, is a bright, lively, smooth-running team with initiative shining and production flowing.  What you don’t want is a dull group with a “squad mentality” with everyone waiting for orders.   ORDERS is probably the most USED level of the ADMIN SCALE and possibly the LEAST understood.
