A mental disorder that hurts both people and dogs. This is a serious case of animal abuse and little is done to help stop the situation. Dogs fall victims to mentally ill people, who view themselves as the dogs rescuers, but are actually keeping the dogs imprisoned in their own filth and feces, with scarce resources of food, space and care.
