The remedy to the inappropriate misappropriation of the financial resources of the members of the majority by the members of a minority of tribe is the regaining of their government representation. A convincing appeal needs to be made to the exploited members of the majority. That appeal can be made in the form of disclosures of the existence of the loss of their government representation, the unchecked powers and influences over the members of the majority that the members of exploiting minority have accumulated, the extent to which the financial resources of the members of the majority have been misappropriated by the members of the exploiting minority and the possible remedies. The remedies would entail the reclaiming of government representations by the members of the majority. In the case where the government representatives of the members of a tribe are chosen through the use of fair elections, it can be as simple as forming a political party that commits to representing the common interests of the members of the majority, running a full slate of candidates in each election, electing a majority of government representatives and monitoring the performance of those elected government representatives. In the case of where governments are appointed by the members of a group of exploiters, the remedies are more difficult. The remedies would most likely involve the refusal of the exploited members of the majority to participate in the exploitation system that the members of the exploiting minority have put in place. This refusal to participate does not have to be in the form of unrest but must be in the form that causes their exploitation system to collapse. This refusal to participate will be met with intimidating responses being undertaken by the agents of the members of the exploiting minority. That intimidation is the price that must be paid by the members of the majority that have imprudently allowed themselves to be controlled by the members of an exploiting minority. The collapse of their exploitation system will cause the members of the exploiters to panic. They will do what they can to make their system of exploitation more attractive to the exploited members of the majority. Those systems of exploitation of the exploiting minority should not be participated in until the members of the majority are able to satisfy their common interests. This is just another way of gaining back government representation of their common interests.
