In comedy, the basic structure for  the effective delivery of a comedy set, is a formula they teach you in class:

Premise -Set Up-Punchline

OR

Set-Up  -  Set Up- Punchline

Either way, that is how to make your basic set, simple "bullets" one liners.  A  comic should have about 7 minutes of solid set that they have memorized, after they have conquered that, they can build  upon that to develop their own style.
