The "no snitch" rule is an unofficial cop-out from the ‘social contract’ with friends and foes failing to uphold their own end of the deal. Gang violence in the United States is on the rise and the body count is increasing with it.  Police are running into a problem faced by many departments and communities in urban areas across America: the "no-snitch" rule.
