The Alabama Legislature could have done the right thing in its special session last week and created two majority black congressional districts as both a federal appellate court and the U.S. Supreme Court more or less suggested they do. It would have been the right thing and the fair thing to do. Alabama is about 27% black but only one of its seven congressional districts is predominantly black.
