The skills crisis and next week’s Jobs and Skills summit are our top story this week. Changes to enterprise bargaining and an increase in migration appear to be the most likely areas of agreement at the summit as the Albanese government looks to address chronic skills shortages and sluggish wages growth by bringing 100 participants together next week in Canberra. The ACTU has floated a plan for sector-wide bargaining to simplify the awards system and allow workers in small business and the care economy to negotiate as a block. Opposition Leader Peter Dutton slammed the proposal and said Sally McManus was a throwback to the 1970s, but this morning there are signs that the proposal could gain traction with the government and small business operators. A lift in migration levels is also likely to be agreed on at the summit with the business lobby demanding an immediate lift to the cap of 160,000 to help fill the more than 450,000 job vacancies currently on offer.

Nancy Pelosi’s visit to Taiwan this week prompts a furious reaction from Beijing. Foreign Minister Penny Wong pointedly urged “all parties” to de-escalate tensions across the Strait, but China’s defence forces have fired at least 11 missies into the ocean to the north, south and east of Taiwan since Speaker Pelosi left Taipei. Military exercises are expected to run throughout the weekend. Prime Minister Anthony Albanese currently wrapping up his third overseas trip since taking office in late May. The Prime Minister’s week-long trip began in Madrid, where Australia joined New Zealand, South Korea and Japan at an expanded NATO summit. Albanese is now in Paris where he’ll meet with French President Emmanuel Macron to officially bury the hatchet after Scott Morrison tore up the submarine contract with Naval Group.

The debate about wages is the issue this week, sparked by RBA Governor Phil Lowe telling an audience in Sydney that regular wage rises of between 4-5% made it more difficult to return inflation to the Bank’s target range of 2 to 3%. Dr Lowe said that the “anchor point” for wages growth was 3.5%, but with inflation set to hit 7% later this year and remain above recent averages for a number of years, the Governor’s comments have complicated Labor’s campaign pledge to fix low wage growth so that workers aren’t go backwards in real terms.

There was some good news for low-paid workers struggling with the rising cost of living this week though, with the Fair Work Commission delivering a 5.2% boost to the minimum wage. It was chalked up as an early political victory for Anthony Albanese, who campaigned on a lift in the minimum wage so that low paid workers didn’t go backwards, but the business lobby says the decision will cost jobs and add to inflationary pressures in the economy.

With Josh Frydenberg gone - Peter Dutton is considered most likely to take the Liberal leadership. As far as campaign blunders go – it was a doozy. Anthony Albanese's failure to cite the most important economic numbers dominated the opening days of the contest – and rattled the nerves of many on the Labor side. The Prime Minister – by contrast – shifted easily back into campaign mode – accepting he may not be popular – but urging voters to stick with the devil they know. By the end of the week – however – it was Scott Morrison on the defensive over his captain's pick candidate – who's been forced to apologise – repeatedly – for offensive views on the trans gender community. The policy offerings in week one – were modest at best. Both sides have instead gone negative, early.

It's been a horror week for Scott Morrison, with unprecedented levels of bloodletting, allegations of bullying, lying and of politicizing flood funding. Then, Michael Towke - the man who has accused Scott Morrison of "racial vilification" in a Liberal Party ballot more than a decade ago, claimed a federal cabinet minister had texted him to say "I believe you" in response to his allegations.... The only glimmer of hope for the Prime Minister was the High Court's decision to not intervene in an ugly factional battle in NSW that threatened the party's chances in a number of crucial seats. Labor leader Anthony Albanese, meanwhile, is positioned where he told his team he'd be as the fourth quarter begins - kicking with the wind and ahead in the polls. But momentum in politics - like sport - can shift under your feet - and the government is hoping that the Prime Minister's visit to the governor-general sparks a second miracle.

It won't be today – but some time in the next two weeks the Prime Minister will call the election. He's hoping the cash hand-outs, petrol excise cut and the barrell of money for regional infrastructure in Tuesday's Budget - will be enough to put the Coalition back in the race. That – and a much sharper focus on Labor's plans for office. To that end – Anthony Albanese immediately backed all the Budget goodies – while pledging further spending to lift standards in aged care. But as Scott Morrison prepares to fire the starters' gun on the campaign – there's one major hick-up. An internal Liberal Party brawl over pre-selections is still before the courts – and spilled over into an extraordinary attack in parliament on the Prime Minister's character.

Both the Prime Minister and Opposition Leader saw first-hand this week the catastrophic damage of the floods in northern NSW. 10 days after the deluge – Scott Morrison declared a national disaster – and extended support payments – at least for some of the devastated communities. He played it safe in Lismore - careful to avoid any confrontations with angry locals. Labor – however – is doing all it can to make the mud stick. Drawing on memories of the Black Summer bushfires – it's labelled the Prime Minister's handling of this latest natural disaster – another failure. It says the support provided has been too little, too late – and the threat of climate change isn't being taken seriously.

Peter Dutton lobbed the first grenade – and then Scott Morrison charged in. They've both accused Labor of being China's pick – and of wanting to appease Beijing – of being soft. So extreme were some of the accusations – fellow Ministers wouldn't repeat them. Past and present national security chiefs even took the rare step of speaking out. Playing politics is unhelpful. Inventing differences – they warned - will only help China. That hasn't stopped the Prime Minister.

Recriminations continue inside the Liberal Party – over how a signature policy promised by the Prime Minister before the last election - could end in such chaos just months before the next. After a marathon all-night debate - 5 Liberals crossed the floor in the early hours of Thursday morning – exposing deep differences within the government – a divide which ultimately sank Scott Morrison's hopes of legislating a Religious Discrimination Bill in this parliamentary term. Both sides of politics want a new law to prevent discrimination against people of faith – but there are unresolved differences over how to do this while protecting gay and transgender communities. It was another hit to the Prime Minister's authority – in a week that also saw a damaging Cabinet leak – and more criticism of Scott Morrison from Brittany Higgins and Grace Tame.

This was meant to be the week the Prime Minister steadied the ship after a tough summer, made some mea culpas and re-focused attention. Instead – the government has been mired in a whodunnit over a leaked text exchange between Gladys Berejiklian and an unnamed Minister – in which Scott Morrison is labelled horrible and a complete psycho. But just as Ministers were insisting Scott Morrison is in fact a fine fellow – another scathing text emerged. This one from Barnaby Joyce nearly a year ago – in which he calls the Prime Minister a liar and a hypocrite. The Deputy PM has apologised – but rather than fronting up this morning to explain why he felt that way - he's pulled out of his scheduled appearance on today's program. And as if these character assaults weren't enough bad news for the government – the crisis in the aged care sector only deepened.
