The state of Minnesota experienced a record high number of issued permits to carry in 2021 since the enacting of the state’s Personal Protection Act (PPA) in 2003. In 2021 Minnesota sheriffs issued 106,488 permits, 9,934 more than were given out in 2020. Overall, 110,078 applications were received this past year, with 176 permits being suspended, 40 revoked, 1,165 voided and 1,627 denied in 2021, according to a press release dated March 1 from the Minnesota Department of Public Safety Bureau of Criminal Apprehension (BCA).
