Three Alabama federal judges Monday blocked Alabama’s new congressional district map from going into effect for this year’s election. The judges said it was “substantially likely” that the plan violated the Voting Rights Act. “Black voters have less opportunity than other Alabamians to elect candidates of their choice to Congress,” the ruling stated. Alabama has seven congressional districts but only one, the Seventh District, has a black majority population. The district is represented by Congresswoman Terri Sewell, D-Birmingham.
