A judge has ruled that former Clarke County Sheriff Ray Norris did have an understanding and a plea agreement with the Alabama Attorney General’s Office that the office would not criminally prosecute him if he resigned the office. Judge Braxton Kitrell ruled that as a result, criminal indictment charges against Norris were dismissed. The Attorney General’s Office has asked Judge Kitrell to reconsider, citing several errors of law it believes he made. That is the first step before a formal appeal.
