Smart cities emerged as an answer to the growing problems of unsustainable urban expansion, inequality, climate change, and insecurity. Their governance emphasises public-private partnerships and places information and communications technologies (ICT) at the core of operation.  Smart cities also pose non-trivial challenges, like privacy and ownership of data.
