Rags Morales did not create Ragman. That we can tell you. He did, however, co-create the 90s version of Black Condor (aka the best version). He did, however, get his start on Forgotten Realms and followed that and Condor with a stint at Valiant. He did, however, then work on JSA titles like Hourman and Hawkman (with Geoff Johns), before hitting his stride with the seminal crossover whodonit Identity Crisis. So that's a lot. I think we can forgive him for not creating Ragman now.
