The Perry City Council on Thursday denied a request by a developer to move 12 townhouses from the center of an approved site plan and group them with eight other townhouses on the western portion of the development. The request is at odds with Perry City’s multi-family housing grid system, which specifies how many townhouses can be built in a quarter-mile section.
