about being harrassed by bullies or targeting, or harrass by adults- harrassment - by perpertrators show a sign of mental illness and a sign that the harrasser is dangerous stemming from being an alcoholic or drug addict, have  a severe mental illness, or have a history of being in jail,trouble with authorities. Society must get involved.
