Dealing with strangers with insanity

when i hear this stranger- an african amerian woman say to me " law school is sacred several time and i do not know her,and angry at me for going to law school ,i find myself dealing with a sick person- and i am concerned about this , about why the LAPD ,the mental health services don't put people like this in a mental hospital. This same woman has followed me around , threatened me ,and this includes other neighbors-strangers i do not know == mental illness is an epidemic and this concerns me . If i don't know someone , or talk to them ,they are a stranger- this includes people i have not seen or for several decades- they are strangers. Normal people don't harrass strangers , mentally ill people or criminals harrass strangers.
