The Supreme Court on Wednesday rejected a petition seeking cancellation of offline examinations for class 10th and 12th to be conducted by all state boards, the Central Board of Secondary Education, the Indian Certificate of Secondary Education, and the National Institute of Open Schooling.  Dismissing the plea, the apex court said such petitions were misleading and give false hope to students. The plea had sought directions to the CBSE and other education boards, which have proposed to hold board examinations for classes 10 and 12 in offline mode, to devise alternate modes of assessment. The CBSE has decided to conduct term two board exams for class 10 and class 12 from April 26.

The Maharashtra government on Thursday confirmed a bird flu outbreak in the state as poultry birds at a Thane-based farm died after being infected with the avian influenza A virus, and urged people not to panic. According to animal husbandry commissioner Sachindra Pratap Singh, there were approximately 200 poultry birds at the farm in Velhevali in Thane district’s Shahapur tehsil. When a few of the birds died on February 2, 5, and 10, the farm did not initially report the deaths. After it reported the deaths on February 10, samples were collected on February 11 and 13 and assessed at the animal husbandry department’s disease investigation section in Pune. The samples were also sent to the Indian Council for Agricultural Research’s National Institute of High-Security Animal Diseases in Bhopal. Singh said that containment measures had been taken within a one-kilometre radius of the farm and that 23,800 birds counted. Arrangements for culling have been made as per protocol. Sanitization measures are also in place, Singh said. All movement has been stopped so that nothing can escape that zone. A bird flu outbreak was earlier reported at a poultry research farm in Bihar, according to the World Organisation for Animal Health. This is the second year running that Maharashtra has reported avian influenza. Between December 2020 and March 2021, the state reported the disease while the first bird flu outbreak was in 2006 in Nandurbar, which was the first in the country as well. As per protocol, all poultry birds and eggs within a one-kilometre radius of the affected area have to be destroyed. During the last outbreak, Maharashtra culled more than 10 lakh birds and destroyed more than 60 lakh eggs.

Interestingly Garena Free Fire is Singapore-based and the developer is not from China. The interest of students in Karnataka will be served better if they return to classes rather than raise protests over issues like wearing the hijab and saffron shawls in classrooms, a full bench of the Karnataka High Court has stated in its seven-page interim order on the hijab row which has led to the closure of colleges in the state. The high court on Friday put out the full copy of its order after initially issuing oral orders on Thursday at the end of a hearing for interim relief on the issue regarding whether a ban on Muslim girls wearing the hijab in classrooms in some colleges in the state is a violation of their fundamental right to freedom of religion. The high court also expressed pain over the agitation. Firstly, we are pained by the ongoing agitations and closure of educational institutions since the past few days, especially when this Court is seized of this matter and important issues of constitutional significance and of personal law are being seriously debated, it said. It also added that the right to freedom of religion was not absolute. However, such a right not being absolute is susceptible to reasonable restrictions as provided by the Constitution of India. Whether wearing of hijab in the classroom is part of the essential religious practice of Islam in the light of constitutional guarantees, needs a deeper examination. The Karnataka Advocate General, in brief intervention, argued that the government had not issued any order prescribing uniforms but had left it to the discretion of the colleges.

A South Korean company has designed a "kosk" – a mask that can be folded up to cover only the nose while someone eats, The Washington Post reported. A box of 10 kosks, which were designed by the company Atman, is available on a South Korean website for a little more than $8. The kosk got its name from combining the word "mask" and "ko," the Korean word for nose, the Post reported, adding that "kosk" is usually used to refer to people who don't properly wear the mask over their nose. The Post reported that while some criticized the mask online, noting that the design neglects that the coronavirus can be spread through the mouth, others said the design would help them feel more comfortable when going out to dine. The tiny mask that covers only the nose is meant to be worn under a regular mask, so that when the user eats, their nose, another passageway for COVID-19, can be covered and protected.

At least 60 people were killed in a militia attack on Wednesday morning at a displaced persons’ camp in eastern Democratic Republic of Congo, the head of a local humanitarian group and a witness said. Both sources said the militia was responsible for the killings, which took place about 0200 GMT at the Savo camp in Ituri province. He said, I made the video and gave a call to students to come to the protest, but some miscreants committed violence. His lawyer added, My client issues an unconditional apology. He is also ready to bear all the expenses for the damage caused by the incident. We request short custody. After listening to both sides, the court sent the two accused to police custody till February 4.

The transmission of prominent Malayalam-language news channel Mediaone TV, which has the backing of Jamaat-e-Islami, was barred by the Union Information and Broadcasting Ministry citing security reasons. The channel went off-air on Monday at noon. Mediaone TV editor Pramod Raman, in a statement, said the Ministry of Information and Broadcasting has imposed a broadcasting ban on the channel. The ministry has said the ban was due to security reasons, but the channel is yet to get the details on it. The Union Government has not made the details about the ban available to Mediaone TV. We have started legal action against the ban. After completing the process, the channel would be back to the audience. We are suspending the broadcasting temporarily with the hope that justice will prevail, at last, said the statement. Channel sources said the license of the TV channel has not expired but the process of renewal of the license of the channel was on when the ban came. While there was no official word from the Ministry of Information and Broadcasting, senior ministry sources said the order to block it was issued because the channel had not cleared security clearance.

The ‘Beating the Retreat’ ceremony, which marks the formal end of Republic Day celebrations, is being held at Vijay Chowk in New Delhi today. The ceremony traditionally consists of musical performances by military bands, who each year play Indian and western tunes. This year, some new activities including a drone show and projection mapping have been introduced, the Ministry of Defense said in a press release. The country’s first woman Rafale fighter jet pilot Shivangi Singh was part of the Indian Air Force tableau at the Republic Day parade on Wednesday. She is only the second woman fighter jet pilot to be part of the IAF tableau. Last year, Flight Lieutenant Bhawna Kanth became the first female fighter jet pilot to be part of the IAF tableau. Singh, who is from Varanasi, joined the IAF in 2017 and was commissioned in the IAF’s second batch of women fighter pilots. She had been flying MiG-21 Bison aircraft before flying the Rafale. She is part of the IAF’s Golden Arrows squadron based out of Ambala in Punjab.

An 8-year-old girl gang-raped in Delhi, fights for life in ICU now two suspects detained. The Delhi Commission for Women has sent a notice to the police seeking immediate action against a group of unidentified men who allegedly raped an eight-year-old girl. The girl is currently in the ICU battling for life, according to DCW Chairperson Swati Maliwal. The police said they received the notice and have started an investigation. Two suspects have been detained. Officials said the eight-year-old girl lives with her family in northeast Delhi. On Monday, she stepped out of her home to play with a friend, but two men picked her up and gang-raped her. She returned home later and complained of severe stomach pain. Her parents then found that she was injured and bleeding. The girl was rushed to a hospital where she is undergoing treatment. A senior Delhi Police officer said they have registered a case on a complaint by the DCW and the victim’s parents. With the help of CCTV footage in the area, two youths were identified and detained.

Scientists in Scotland have developed a test that uses X-ray technology and Artificial Intelligence to detect coronavirus disease Covid-19 within minutes. While an RT PCR test takes two hours to detect Covid-19, the test developed by scientists at the University of the West of Scotland claims to deliver results in a few minutes with 98 percent accuracy. An AI process, known as a deep convolutional neural network, then makes a diagnosis using an algorithm that analyses visual imagery. However, Covid-19 symptoms are not visible in X-rays during the early stages of infection.

Public health officials have warned it is highly unlikely COVID-19 will be eliminated and say it will continue to kill people, though at much lower levels, even after it becomes endemic.

Also in a first, the dancers who will perform the cultural programs in the parade have been selected through a nation-wide competition, which began at the district level with over 3800 participants, from which the final 480 dancers were selected to perform under the Vande Bharatam competition organized by the ministries of defense and culture. Also, there will be a drone show organized by Botlab Dynamics, a start-up supported by the Indian Institute of Technology Delhi in which around 1000 drones will participate.

An additional sessions court in Kottayam on Friday acquitted Bishop Franco Mulakkal in the sensational case pertaining to the rape of a catholic nun. Mulakkal had been the bishop of Jalandhar but had been divested of the administrative charges after the scandal emerged in 2018. Mulakkal had been arrested in September 2018 in connection with the complaint of a nun, who had alleged that Mulakkal had raped her 13 times at her Congregation’s mission house in Kottayam district, over a period of two years from May 5, 2014. He had been the first Indian Catholic bishop to be arrested in a rape case and was lodged in judicial custody for 25 days after his arrest in September 2018. Tight security was deployed outside the Kottayam Additional Sessions Court on Friday morning, ahead of the pronouncement of the verdict in the high-profile case. The case is significant as it marks the first time a Catholic bishop was arrested and booked on charges of rape and sexual harassment in India. The trial commenced in 2020, and even though Mulakkal approached the High Court and the Supreme Court with a plea to quash the charges against him, the courts refused to entertain the plea. Denying the rape allegations, the Bishop claimed that the story was ‘fabricated’ and in retaliation for taking action against her with regard to a complaint raised by a woman. Mulakkal faces a slew of charges including illegal confinement, sexual harassment through abuse of power, unnatural sex, rape, and outraging the modesty of a woman. Vaikkom Dy SPK Subhash was the investigating officer. Mulakkal was relieved from official duties at the Jalandhar diocese after he was charged by the police in the rape case.

Days after a 36-year-old Zomato delivery executive, Salil Tripathi, was killed in a road accident in Delhi’s Rohini, Zomato founder Deepinder Goyal Thursday said his team will help Salil’s family and also promised to provide a job to his wife. Last week on Saturday, Salil was waiting for a food order near a hospital when an SUV driven by a Delhi Police constable rammed into his bike, killing him on the spot. Salil, a hotel management graduate, had recently joined Zomato after he lost his job as a restaurant manager during the lockdown. He is survived by his wife and their 10-year-old son. On Thursday, Goyal posted a tweet saying Zomato employees had collectively contributed Rupees 12 lakh for the family, and an additional Rupees 10 lakh would be provided as per the insurance cover. Zomato officials said they have been in touch with the family since the incident and will offer all possible help. Meanwhile, help has poured in from across the country for Salil’s family. Several people have reached out and donated money to help Sucheta and her son.

A strain of Covid-19 that combines delta and omicron was found in Cyprus, according to Leondios Kostrikis, professor of biological sciences at the University of Cyprus and head of the Laboratory of Biotechnology and Molecular Virology. There are currently omicron and delta co-infections and we found this strain that is a combination of these two, Kostrikis said in an interview with Sigma TV Friday. The discovery was named “deltacron” due to the identification of omicron-like genetic signatures within the delta genomes, he said. Kostrikis and his team have identified 25 such cases and the statistical analysis shows that the relative frequency of the combined infection is higher among patients hospitalized due to Covid-19 as compared to non-hospitalized patients. The sequences of the 25 deltacron cases were sent to GISAID, the international database that tracks changes in the virus, on January 7. Cypriot Health Minister Michael Hadjipantela said Sunday that the new variant isn’t of concern, and more details will be given at a news conference this week, Philenews reported.

Restrictions under the yellow alert for Covid will be implemented in Delhi, Delhi Chief Minister Arvind Kejriwal said Tuesday. The restrictions under the Covid Graded Response Action Plan include shutting all educational institutions, capping wedding and funeral gatherings to 20, reducing seat occupancy in Delhi Metro and buses to 50 percent, among other things. According to GRAP, which was notified by the government in August this year, different restrictions are supposed to come into force if cases, positivity rate or hospitalizations increase beyond certain limits. The yellow alert is issued when the city sees a positivity rate of over 0 percent 5 percent for two consecutive days, cases cross 1500 in a week, or the average occupancy of oxygen beds in hospitals remains 500 for a week. Delhi had a positivity rate of 0.55 percent on Sunday and 0 point 68 percent on Monday.

Kerala has again emerged as the top performer in terms of overall health performance among larger states, while Uttar Pradesh is the worst, according to the fourth Health Index launched by Niti Aayog. The fourth round of the Health Index took into account the period 2019-20 reference year. The report by the government think tank said Tamil Nadu and Telangana have emerged as the second and third best performers, respectively, on health parameters. Bihar and Madhya Pradesh were the second and third-worst performers, respectively, on health parameters.

The Union Health Ministry said that it will send teams to 10 states which are either reporting an increasing number of Omicron and Covid-19 cases or has a slow vaccination pace. According to the order issued by the ministry yesterday, these states are Kerala, Maharashtra, Tamil Nadu, Bengal, Mizoram, Karnataka, Bihar, Jharkhand, and Punjab. Also on the list are Punjab and Uttar Pradesh both are due to hold elections in two months’ time. This comes days after the Allahabad High Court already flagged the Omicron threat, asking the Election Commission and Prime Minister Narendra Modi to consider postponing polls by one or two months. The Centre’s teams will be deployed for five days, during which time they will work with state health authorities on improving testing and surveillance and enforcing Covid-appropriate behavior. They will also check on the progress of Covid vaccinations in each state, as well as review existing hospital infrastructure, including the availability of beds and medical oxygen.

In the IPL across 13 seasons for Mumbai Indians, Chennai Super Kings, and Kolkata Knight Riders, he has scalped 150 wickets in 163 matches. Harbhajan, who made his India debut during an ODI against New Zealand at Sharjah in 1998, last played for the country in March, 2016 during a T20 against the UAE at Dhaka. Harbhajan was an integral member of the 2007 T20 World Cup and the 2011 ODI World Cup-winning team.

After reviewing the Covid-19 situation across states and Union Territories, the Centre on Thursday asked respective governments to consider imposing local restrictions ahead of the festive season. States were advised to be vigilant and monitor case positivity, doubling rate, and clusters of new cases across districts. India has recorded 236 cases of the Omicron variant of coronavirus across 16 states and U Ts so far out of which 104 people have recovered or migrated, according to the Union Health Ministry data. Maharashtra has recorded the maximum of 65 cases of the Omicron variant followed by Delhi at 64, Telangana 24, Karnataka 19, Rajasthan 21, and Kerala 15. Amid fresh concerns caused by the Omicron variant of the coronavirus, Prime Minister Narendra Modi will hold a meeting on the Covid-19 situation in the country at 6 30 pm on Thursday. The Delhi Disaster Management Authority had announced on Wednesday that no event or gathering to celebrate Christmas or New Year will be allowed in the city. DDMA said that as per its order dated December 15, all social, political, sports, entertainment, cultural and religious events are prohibited and no gatherings can be held.

As many as 122 students enrolled with higher educational institutes under the Union government died by suicide between 2014 and 2021, the government informed Lok Sabha on Monday. Of the 122 students, 24 belonged to the SC community, three were ST and 41 were OBC. Three were members of minority communities, Education Minister Dharmendra Pradhan said in a written response. As per the institution-wise break up provided by the government, IIT and IIM account for 34 and five suicides respectively. Across Central universities, 37 students died by suicide during this period.

India on Saturday successfully tested the new generation nuclear-capable ballistic missile ‘Agni P’ from Doctor APJ Abdul Kalam Island off the Odisha coast, the Defence Research and Development Organisation said. The ‘Agni P’ is a two-stage canisters solid-propellant ballistic missile with dual redundant navigation and guidance system, it said. Various telemetry, radar, electro-optical stations and downrange ships positioned along the eastern coast tracked and monitored the missile trajectory and parameters. The missile followed textbook trajectory meeting all mission objectives with a high level of accuracy, the DRDO said in a statement.

Group Captain Varun Singh, who had been on life support for the past week since the Indian Air Force’s helicopter carrying him, Chief of Defence Staff General Bipin Rawat, his wife Madhulika, and 11 other military personnel crashed near Coonoor in Tamil Nadu on December 8, succumbed to injuries on Wednesday.  Singh had been battling for his life at the Air Force Command Hospital, Bengaluru, and had been the only survivor from the crash. With Singh’s death, all 14 passengers of the helicopter have now died. The Air Force officer had suffered severe burn injuries and had been critical, on life support since the crash. Group Captain Singh was serving as Directing Staff at the Defence Services Staff College, Wellington, where the CDS was headed for a lecture last week.

Referring to the recent killing of a man by a gang of 12 assailants who chopped off the victim’s leg and threw the limb on the road as they fled the site, Kerala High Court has said it was a scary situation in the state. Where are we going like this, Justice Devan Ramachandran said. The remarks came during hearing a batch of petitions related to the assignment of land to scheduled castes and scheduled tribes in the state. During the hearing, the court said that while the government was saying it will provide housing to these people, how will it ensure they have a source of livelihood. It pointed out that over 50 lakh from other states were working in Kerala, but people here do not have jobs. This was leading to the younger generation resorting to crimes or drugs, the court said. A man, wanted in an attempt to murder case, was hacked to death and his leg chopped off on December 11 by a gang of 12 assailants in the Pothencode area of Thiruvananthapuram district. Several of the accused in the case have been arrested, police have said recently. On Saturday afternoon, the assailants tracked the victim to Pothencode where he was staying in the house of a distant relative. On seeing the gang coming to attack him, the victim rushed into the home of his relative, but the assailants also forced themselves into the house and hacked him several times and chopped off his leg in front of the others there, including children, the house owner told the media.

The Centre on Thursday issued an advisory to parents and teachers on the threats posed by online gaming, observing that the closure of schools due to the lockdown has caused an uptick in children using cell phones and the internet. The advisory, issued by the Ministry of Education, came days after Rajya Sabha Chairman M Venkaiah Naidu asked the Centre to take note of BJP MP Sushil Kumar Modi’s observation on the floor of the House that the government should regulate the sector to prevent gaming addiction among children. Noting that playing online games leads to a serious gaming addiction which has been considered as a gaming disorder, the advisory also puts gaming companies in the dock, saying they emotionally compel the child to buy more levels and almost force in-app purchases. It lists a number of dos and don’ts for parents and teachers. Moreover, it also recommends that companies should not allow online game-related purchases without parental consent. The advisory suggests that parents should look out for unusually secretive behavior of children related to their online activity, any sudden increase in the time they spend online, especially social media, and the tendency to switch screens on their device when approached.

The other was a South African national, who was quarantined and later flew to Dubai. Eight out of the 10 samples of Covid-19 positive persons who arrived in Kerala from 'high risk' countries have tested negative for the Omicron variant of the virus, state Health Minister Veena George said on Tuesday. Results of two samples are awaited, she said in a release.

Several states have stepped up vaccination, surveillance, and containment measures as India detected 21 cases of Omicron variant of coronavirus. Aviation Minister Jyotiraditya Scindia on Monday directed Delhi airport operator DiaL to implement better crowd management strategies after passengers complained of chaos and crowding at its terminal following the implementation of new coronavirus-related travel guidelines. Several cases of the Omicron variant of coronavirus have sprung up in India with Maharashtra, Rajasthan, and Delhi reporting new cases on Sunday. Currently, India’s tally stands at 21. The first two cases were reported in Karnataka, followed by one in Jamnagar Gujarat and another in Maharashtra. Later on Sunday, seven cases were reported in Maharashtra’s Pune district, of which six belonged to the same family. In Jaipur, nine cases of the Omicron variant were confirmed all of whom had attended the same wedding. In Delhi, a man in his 30s was found to be infected with the new variant and admitted to the Lok Nayak Jai Prakash Narayan Hospital. India recorded 8,306 new Covid-19 cases, according to the Health Ministry’s press release in the last 24 hours ending 8 am on December 6.

Cyclonic storm Jawad, which is expected to reach the Odisha-Andhra Pradesh coast by Saturday morning, is likely to make landfall somewhere in Puri district on Sunday, before heading out to the Bay of Bengal, Special Relief Commissioner PK Jena said on Friday. Going by the projected trajectory of the cyclone, as issued by the India Meteorological Department, the system may strike the Puri coast and return to the sea, he said. Wind speed, during the landfall, will remain around 90-100 Kilometers per hour, the SRC stated. The speed may gradually decrease after touching the Odisha coast. According to its latest bulletin, the storm lies 420 Kilometers south-southeast of Vishakhapatnam in Andhra Pradesh, and 530 Kilometers south-southeast of Gopalpur, and 650 Kilometers south-southwest of Paradip in Odisha. On Friday, the weather department has predicted heavy to very heavy rainfall in Andhra and Odisha where an orange alert has been issued, and Bengal.

Union Health Ministry on Thursday said that two cases of Omicron variant have been discovered in the country. According to Joint Secretary of the Union Home Ministry Lav Agarwal, both cases have been identified in Karnataka. No severe symptoms of the Omicron variant of Covid-19 reported so far, Agarwal said during a media briefing. All Omicron-related cases are found to have mild symptoms so far In all such cases in the country and across the world so far, no severe symptom has been noted. WHO has said that its emerging evidence is being studied, he added. The potentially more contagious Omicron variant was first reported to the WHO from South Africa on November 24 and has been designated as a Variant of Concern. Meanwhile, Zydus Cadila’s Covid-19 vaccine will initially be used in seven states Bihar, Jharkhand, Maharashtra, Punjab, Tamil Nadu, Uttar Pradesh, and West Bengal which have been recommended to identify the districts with a high number of beneficiaries who have not received a single dose of a Covid vaccine for its introduction.

Saudi Arabia said on Wednesday it detected its first case of the new coronavirus variant omicron. The kingdom's state-run Saudi Press Agency said the case came from a citizen coming from what it described as a North African country. The report said the infected individual and his close contacts had been quarantined. The case marks the first known instance of Omicron being detected among Gulf Arab nations. Much remains unknown about the new variant, which has been identified in more than 20 countries, including whether it is more contagious, whether it makes people more seriously ill, and whether it can thwart the vaccine.

There is currently no information to suggest that symptoms associated with Omicron are different from those from other variants, the global organisation added.Meanwhile, India has issued revised guidelines for international travellers arriving from at risk countries, including the whole of Europe, South Africa and Brazil, mandating testing on arrival, home quarantine for seven days on a negative result, and a retest on the eighth day. The Prime Minister on Saturday said that India needs to be proactive in light of the new variant of concern Omicron being detected in South Africa directing officials to review plans for easing international travel restrictions in light of the emerging new evidence. On Saturday, top health ministry officials briefed Prime Minister Narendra Modi on Omicron along with its characteristics, impact in various countries, and its implications for India. After which, Modi underlined that the intensive containment and active surveillance of new Covid-19 cases should continue in clusters reporting higher cases. During the high-level review meeting, Modi, also highlighted the need for monitoring all international arrivals, their testing as per guidelines, with a specific focus on countries identified ‘at risk’. During the meeting, Modi was given an overview of India’s genome sequencing efforts and the variants circulating in the country. Modi, also, directed the health ministry officials to work closely with state governments to ensure that there is proper awareness at the state and district level. The WHO described the strain, which was first announced by scientists in South Africa, as highly transmissible, prompting several countries, including India, to impose restrictions on travel from affected regions. Omicron, which it has been named, could potentially be more dangerous than the Delta variant. It has so far been reported in South Africa, Hong Kong, Botswana, Israel, and Belgium.

A shallow and strong earthquake of magnitude 6.1 struck the Myanmar-India border region early on Friday, India’s National Center for Seismology said. The quake was felt in Chittagong in Bangladesh and as far away as Kolkata, according to witness accounts posted on European-Mediterranean Seismological Centre’s website and by users on Twitter. EMSC pegged the temblor’s magnitude at 5.8, after having earlier given it a magnitude of 6.0, and said the epicenter was about 126 km southeast of Aizawl in northeastern India.

Karnataka police on Wednesday arrested four persons for allegedly gangraping and killing an eight-year-old girl in Mangaluru on Sunday. The arrested are Jayban, Mukesh Singh, Muneem Singh, all natives of Madhya Pradesh, and Manish Tirki, of Jharkhand. Mukesh, Jayban, and Manish worked at a tiles factory in Vamanjoor. The victim’s parents, natives of Jharkhand, also worked in the same factory as laborers. According to police sources, Manish had been working in the tiles factory for 11 months while Jayban and Mukesh joined three months ago. Muneem Singh worked in Puttur as a laborer and visited Manish on the day of the incident. The police said four days before the incident, Jayban, Mukesh, and Manish, while consuming alcohol, had hatched a plan to rape the girl on Sunday since there would not be many laborers at work.

17 people have been reported dead and over 100 washed away in floods following incessant rains in Andhra Pradesh.  Andhra Pradesh Chief Minister YS Jagan Mohan Reddy went on an aerial survey of flood-affected areas of the state on Saturday morning.  At least 24 people have died in the state and many are reported missing in floods that affected the Rayalaseema region of the state. In a surprise announcement on Friday, Indian Prime Minister Narendra Modi said he would repeal agriculture laws that farmers have been protesting against for more than a year, sparking celebrations for what farmers called a hard-fought victory. The Supreme Court on Thursday set aside the Bombay High Court order that held that skin-to-skin contact was necessary for the offense of sexual assault under the Protection of Children from Sexual Offences Act, 2012. A bench headed by Justice UU Lalit observed that sexual intent is important in such cases and that it can’t be taken away from the purview of the Act. The purpose of the law cannot be to allow the offender to escape the meshes of the law, the apex court said. The bench also comprising Justices Ravindra Bhat and Bela M Trivedi said that restricting touch or physical contact under Section 7 of Pocso to the skin-to-skin contact will lead to absurd interpretations, and will destroy the intent of the Act that was brought to protect children. For instance, it pointed out that going by the HC interpretation, a person who uses gloves, etc while groping a child cannot be held liable under the Act. In a separate concurring judgment, Justice Bhat said the HC’s erred in coming to such a conclusion as its reasoning insensitively trivialized, legitimized, and normalized behavior which undermines the dignity of children.

India has slipped to 82nd position in 2021, five places down from 77th rank last year, in a global list that measures business bribery risks. The list by TRACE, an anti-bribery standard-setting organization, measures business bribery risk in 194 countries, territories, and autonomous and semi-autonomous regions. According to this year’s data, North Korea, Turkmenistan, Venezuela and Eritrea pose the highest commercial bribery risk, while Denmark, Norway, Finland, Sweden, and New Zealand present the lowest. In 2020, India ranked 77 with a score of 45 while this year, the country stood at 82nd position with a score of 44, the data showed. This score is based on four factors business interactions with the government, anti-bribery deterrence and enforcement, government and civil service transparency, and capacity for civil society oversight which includes the role of the media. The Hindu Mahasabha has said it will make a statue of Nathuram Godse with soil brought from Haryana’s Ambala Central Jail, where the assassin of Mahatma Gandhi was hanged to death in 1949. The right-wing organization’s comments came on Monday when it observed Godse’s death anniversary. The Mahasabha activists installed the statues of Godse and Apte at ‘Balidhan Dham’ in Meerut Uttar Pradesh on Monday, he said. He further said the Gwalior district administration had seized Godse’s bust installed at the Mahasabha’s office here in 2017, but it was not returned so far. Bharadwaj also alleged that Congress was responsible for the country’s partition in 1947 which resulted in the killings of people on a large scale.No statue has been installed so far and the police are keeping an eye on the outfit's activities, he said.

According to the police, Gaurav Sharma, who runs a social media handle called Gauravzone, had entered the premises of a Vrindavan temple in Mathura in Uttar Pradesh without permission to record a video. A complaint was submitted by the temple authorities following which he was arrested from his Delhi residence on Sunday. As per the police, Gaurav Sharma was visiting his uncle in Mathura when he was told that no one enters the Nidhivan temple at night. The YouTuber, along with four other persons, decided to scale the walls of the temple to record a video about it, the police said. Sharma alone entered the temple with shoes on while his friends waited outside, said the police. Three days later, he uploaded the video about nighttime inside the temple on YouTube which went viral. The temple authorities objected to the video, calling it an attempt to disrespect the sanctity of a place of worship. An FIR was filed under section 295 A act intended to outrage religious feelings of the IPC and section 66 of the IT Act at the Vrindavan police Station. Gaurav Sharma had earlier been arrested by Delhi Police for tying helium balloons to his dog for a video.

Union Health Minister Mansukh Mandaviya on Thursday said the government does not want to make haste about administering the COVID-19 vaccine to children and any decision in this regard will be taken based on expert opinion. On when vaccination for children could start as Zydus Cadila’s Covid vaccine has been granted emergency use authorization for those 12-year-old and above, he said children were not being inoculated against COVID-19 on a large scale anywhere in the world though it has been initiated in some countries in a limited manner. All the vaccines which have currently received emergency use authorization will be granted full authorization only after a detailed study and based on the data of four to five years, he said. On the probability of administering a booster dose, he said adequate stocks are available and the aim is to complete the vaccination of the target population with two doses. After that, a decision on booster dose would be taken based on expert recommendation, Mandaviya said. Despite a large population and diverse challenges, nearly 80 percent of India’s adult population have taken at least the first dose. The country’s vaccination performance has been remarkable, Mandaviya said. About Covaxin’s approval by WHO, the minister said that he had discussed the matter with WHO chief Tedros Adhanom Ghebreyesus on more than a couple of occasions to understand the requirements a vaccine needed to fulfill to get the clearance. In the coming days, vaccines manufactured in India will be made available around the globe at affordable rates, Mandaviya said and stressed India will play a major role in global covid vaccination efforts.

However, linking mortality or severe illness to heatwaves or air pollution is a struggle. Faced with treating the surging cases of heat illness that the physician had seen only in medical school, Doctor Merritt reached out to other medical professionals in neighboring provinces of Prince George, Kamloops, Vancouver, and Victoria, says the report. Since June, hundreds of people have died in a heatwave that broke Canadian heat records.

Four CRPF jawans were killed and three others injured after their colleague opened fire at them in a camp of the paramilitary force in Chhattisgarh’s Sukma district on Monday, a police official said. Two of the three injured jawans have been airlifted to Raipur for treatment and are critical, sources said. According to CRPF officials, the incident occurred in Lingampalli camp falling under Maraiguda police station in Konta block of LWE affected Sukma, 450 kilometers from state capital Raipur. As per preliminary information available, CRPF jawan Reetesh Ranjan, who was supposed to start his sentry duty at around 4 am, opened fire in his barrack on his sleeping colleagues at around 3: 25 am. While two of the seven people died on the spot, two others succumbed while being taken to the base hospital. The deceased have been identified as Dhanji, Rajib Mondal, Rajmani Kumar Yadav, and Dharmendra Kr Singh. The three injured have been identified as Dhananjay Kumar, Dharmatma Kumar, and Malaya Ranjan Maharana. While Dhananjay and Dharmatma have been airlifted to Raipur, Maharana is undergoing treatment at Bhadrachalam, where the injured jawans were being treated, CRPF officers said. Of the four deceased, three are from Bihar and one from West Bengal, police said. Ranjan has been taken into police custody and senior CRPF officials are trying to find out the reason behind his actions. After being taken into custody, Ranjan has refused to talk.

At least 11 coronavirus patients were killed, and one person was injured after a major fire broke out at Ahmednagar District Hospital in Maharashtra on Saturday. According to sources, 25 patients were admitted to the Intensive Care Unit at the hospital, and six of them suffered serious burn injuries in the incident. Ahmednagar district collector Rajendra Bhosale confirmed the death of 11 Covid-19 patients. Shankar Misal, chief of the fire department of Ahmednagar Municipal Corporation, said the fire erupted around 11 am on Saturday. The state government announced Rs 5 lakh compensation to the next of kin of those who died in the fire at Maharashtra hospital. Meanwhile, Maharashtra Chief Minister Uddhav Thackeray has ordered an investigation into the incident. The district collector has reportedly been asked to conduct an inquiry into the incident and submit the report within a week.

Environment minister Gopal Rai on Friday said that Delhi's air quality had deteriorated due to a surge in farm fires and some people bursting firecrackers on purpose on Diwali despite a ban on it. He alleged that the BJP made people burst firecrackers on Diwali on Thursday. Rai said Delhi's base pollution has remained the same. Only two factors have been added firecrackers and stubble burning. The minister said the number of farm fires has risen to Three Thousand Five Hundred and its impact is visible in Delhi. According to the Ministry of Earth Sciences' air quality forecast agency SAFAR, stubble burning accounted for 36 percent of Delhi's PM 2 point 5 on Friday, the highest so far this season. On Thursday, farm fires accounted for 25 percent of Delhi's PM 2 point 5 pollutions. Last year, the share of stubble burning in Delhi's pollution had peaked at 42 percent on November 5. In 2019, crop residue burning accounted for 44 percent of Delhi's pollution on November 1. The contribution of stubble burning to Delhi's concentration was 32 percent on Diwali last year as compared to 19 percent in 2019. A thick layer of acrid smog engulfed the Delhi-N C R region on Friday following the rampant bursting of firecrackers on Diwali night amid a rapid increase in fumes from stubble burning.

Bursting firecrackers is not a matter of religion, it affects people's lives, Delhi Environment Minister Gopal Rai said on Wednesday and urged the opposition not to jeopardize the wellbeing of children and the elderly for political ambitions. At a press conference, Rai alleged that some people of opposition parties are trying to sabotage the AAP government's fight against pollution by linking firecracker bursting to religion. Rai said Delhi's air quality a day before Diwali was the best in five years. The national capital recorded an average air quality index of 173 in October this year, the lowest in the month in five years, he said. He said more than Thirteen Thousand kg of illegal firecrackers have been seized and 33 people arrested under the anti-cracker campaign. As part of the drive to check dust pollution, a penalty of Rupees 1. 23 lakh has been imposed on 406 construction sites found violating dust control norms.

Kannada actor Puneeth Rajkumar passed away at the Vikram Hospital in Bengaluru on Friday after suffering a heart attack, Karnataka Chief Minister Basavaraj Bommai confirmed. His body is to be kept at Kanteerava stadium for people to pay homage. The police are making arrangements and tight security is in place around the stadium. Rajkumar was admitted to the Intensive Care Unit of a private hospital in Bengaluru after he complained of chest pain around 11. 40 in the morning. The 46-year-old superstar reportedly collapsed while working out at a gym and was rushed to the hospital immediately. According to a statement issued by Vikram Hospital, Rajkumar was non-responsive when brought in and was in cardiac asystole. Chief Minister of Karnataka Basavaraj Bommai, Bengaluru City Police Commissioner Kamal Pant, and several other dignitaries visited the hospital. The Karnataka government has alerted Bengaluru district commissioners, DCPs, and SPs to tighten the security in their jurisdictions across the state.

The Bombay High Court adjourned the bail hearing of Aryan Khan, the son of Bollywood actor Shah Rukh Khan, in connection with the alleged seizure of drugs on a cruise ship till Thursday after Advocate Ali Kaashif Khan Deshmukh and senior counsel Amit Desai concluded their arguments on Wednesday. Desai, appearing for Arbaaz, stated that there were no grounds for conspiracy, as alleged by the NCB. If there are three unconnected persons coming for the same purpose, that is not a conspiracy, he said. He reiterated the arguments made in the case of Aryan, that the WhatsApp chats were unrelated to the Mumbai cruise. On Tuesday, he had argued that the WhatsApp chats between Aryan and a friend over online poker were being misinterpreted by the NCB as about drugs. Senior advocate and former attorney general of India Mukul Rohatgi, appearing on behalf of Aryan, had concluded his arguments yesterday. Rohatgi called his arrest arbitrary, as the court began its bail hearing on Tuesday. Rohatgi told the single-judge Bench of Justice Nitin W Sambre that the Narcotics Control Bureau had made no recovery from the 23-year-old, nor conducted a medical examination to show consumption of any narcotic. Aryan has been in custody since October 2, when he was detained ahead of an alleged rave party on a cruise ship. Meanwhile, Dhamecha’s lawyer argued that the case against her is completely bogus and the NCB has failed to prove who brought the drugs which are being foisted on her.

Best Hindi Film went to Chhichhore, starring the late Sushant Singh Rajput. B Praak got the National Award for the Best Male Playback Singer for the patriotic song Teri Mitti from his war-drama Kesari.

India is ranked at 71st position in the Global Food Security Index 2021 of 113 countries, but the country lags behind its neighbors Pakistan and Sri Lanka in terms of food affordability, according to a report. Pakistan with 52.6 points scored better than India 50.2 points in the category of food affordability. Sri Lanka was even better with 62.9 points in this category on the GFS Index 2021, a global report released by Economist Impact and Corteva Agriscience on Tuesday said. Ireland, Australia, the UK, Finland, Switzerland, the Netherlands, Canada, Japan, France, and the US shared the top rank with the overall GFS score in the range of 77. 8 and 80 points on the index. The GFS Index was designed and constructed by London-based Economist Impact and is sponsored by Corteva Agriscience. In the food affordability category, Pakistan scored better than India. Sri Lanka was also better at 62.9 points on the GFS Index 2021. In case of availability of food, quality, and safety as well as protecting natural resources for food production, India scored better than Pakistan, Nepal, Bangladesh, and Sri Lanka on the GFS Index 2021, the report added. However, over the past 10 years, India’s incremental gains in overall food security score were lagging behind that of Pakistan, Nepal, and Bangladesh.

An India-based entrepreneur's technology that recycles agricultural waste to create fuel was named among the winners of Prince William’s inaugural Earth shot Prize that honors people trying to save the planet. Dubbed as the Eco Oscars, the prizes have been created by the Duke of Cambridge and renowned British naturalist David Attenborough. Their aim is to provide assistance to and inspire innovative local solutions amid the growing climate crisis faced globally. Vidyut Mohan led Takachar’s innovation was recognized for its affordable technology to convert crop residues into sellable bio-products. The technology reduced smoke emissions by 98 percent and calls for improving air quality. Vidyut Mohan from Takachar was awarded for this technology in the clean our air category. Globally, we generate USD 120 billion of agricultural waste every year. What farmers cannot sell, they often burn, with catastrophic consequences for human health and the environment. The burning of agricultural waste causes air pollution that in some areas has reduced life expectancy by a decade, the ceremony noted in its reference to the award. It was among five other worldwide winners of the prize. Each year for the next 10 years, the Earth shot will be awarding 1 million each to five projects that are working to find solutions to the planet’s environmental problems.

During the hearing, the Narcotics Control Bureau stated that Khan was a regular consumer of contraband for the last few years. Citing the government’s national policy on Narcotics Drugs, Khan’s counsel Advocate Amit Desai argued that he, as the end consumer, is a person affected by the drug abuse. On Wednesday, 10 days since Aaryan was arrested along with his friend Aarbaaz Merchant and model Munmum Dhamecha, the NCB opposed the bail plea filed by Aaryan, saying the probe so far has revealed his role in the conspiracy and illicit procurement and consumption of drugs. The NCB in its affidavit also claimed that Aaryan Khan was in touch with some persons, who appear to be a part of an international drug network for procurement of drugs. Further probe is on with regard to financial transactions done abroad, the agency said. Calling the Narcotics Control Bureau’s allegations of illicit drug trafficking against Aaryan as inherently absurd, his lawyer said a reformative approach is needed, as his client has suffered enough.

Union Minister Anurag Thakur said that about 11. 56 lakh non-gazetted Railway employees are likely to benefit from the decision. The Railways Ministry had earlier presented a proposal in front of the Union Cabinet for payment of P L B equivalent to 78 days' wages for FY21 for all eligible non gazetted railway employees, which was approved by the Cabinet today. In 2019-20, the Indian Railways had given its nearly 11. 58 lakh non gazetted employees a bonus of 78 days. The total cost was around Two Thousand Eighty One Point Six Eight crore, the Cabinet said.

A global investigation has revealed how some of the world’s richest and most powerful people, including several prominent Indians, allegedly used offshore companies to conceal their wealth from tax authorities. The investigation termed the ‘Pandora Papers’, is based on nearly 12 million documents obtained by the International Consortium and Investigative Journalists. It was published by The Indian Express in India. According to the website, an investigation into the offshore havens and hidden riches of world leaders and billionaires is based on confidential records of 14 offshore service providers located in the British Virgin Islands, Panama, Belize, Cyprus, the United Arab Emirates, Singapore, and Switzerland, which helped these wealthy individuals to incorporate shell companies, trusts, foundations and other entities in low or no-tax jurisdictions. The leaked documents revealed offshore dealings of Reliance Group chairman Anil Ambani, cricket legend Sachin Tendulkar, fugitive diamond businessman Nirav Modi’s sister Purvi Modi, the husband of Biocon chairperson Kiran Mazumdar-Shaw, among others. Of the 300 plus Indians figured in the list, the report highlighted how bankrupt Anil Ambani and his representatives own 18 asset holding offshore companies worth 1 point 3 billion in Jersey, British Virgin Islands, and Cyprus.

Tata Sons have won the final bid for acquiring national carrier Air India, according to government sources. The salt-to-software conglomerate had submitted the final bid for the airline on September 15 and emerged as the frontrunner to acquire the airline. While SpiceJet promoter Ajay Singh had also submitted a bid for the airline, government sources have confirmed that Tata Sons submitted a higher offer for acquiring the airline. Sources said a ministerial panel led by Union Home Minister Amit Shah approved the bid submitted by Tata Sons. The development comes a day after a report indicated that the government finalized the minimum reserve price for the airline. The government had finalized the minimum reserve price for the national carrier, based on future cash flow projection, brand value, and slots in foreign airports. Sources indicated that the bid submitted by Tata Sons was Rs 3,000 crores more than the minimum reserve price set by the government committee.

PM POSHAN has been launched for an initial period of five years 2021-22 to 2025-26. The Centre will bear 54 thousand 61 crores of the total estimated cost of 1. 3 lakh crore, with the states paying 31 thousand 733 crores.

The Chief Justice also stated that social media platforms like Twitter, Facebook, and YouTube don’t respond to judges and write against institutions without any accountability. Ramana added that they only respond to “powerful voices.“There is no control over fake news and slandering in web portals and YouTube channels. If you go to YouTube, you will find how fake news is freely circulated and anyone can start a channel on YouTube,” the bench remarked.

The UNSC resolution named the Taliban five times but did not condemn the grouping. Rather, it noted the Taliban’s commitments about the safe, secure, and orderly departure of Afghans and all foreign nationals from Afghanistan.

Director-General of Police Praveen Sood said on Saturday the accused were from Tiruppur and frequently visited Mysuru for work. They are laborers, including a driver, carpenter, painter, and others who were doing odd jobs. On August 24, a 23-year-old M B A student, who was with her friend in the Tippayyanakere region in the Lalithadripura area of Mysuru, was allegedly gang-raped by the accused at around 8 pm. Sood said the case was detected solely on technical and scientific evidence from the incident spot. We are yet to collect a statement from the victim, as she is yet to come out of the trauma. Also, we got some details from her male friend, but that was incomplete and did not help much in the investigation,” he said. Sood said the juvenile detained is 17 years old, subject to verification. But in cases of serious nature, those above the age of 16 too will be tried in regular court, said Sood, quoting the change in the definition of juvenile accused after the Delhi 2012 gang rape case. Sood added that there was an attempt by the accused to rob 3 lakh from the victims.

Rane, who was arrested on Tuesday and later granted bail by the Mahad magistrate court, formally filed a petition on Wednesday morning before the high court seeking to quash the FIR. The plea stated that the Nashik Police Commissioner was working under pressure from the Shiv Sena, the ruling party in Maharashtra, and that multiple FIRs were lodged against him with the only intention to harass him by launching a false prosecution. On Tuesday, when Rane’s advocate Aniket Nikam mentioned the plea before the division bench of Justice S S Shinde and Justice N J Jamadar, the high court had refused an urgent hearing and told Nikam that the mere mention of Ranee’s plea before the court was not allowed and that he needed to follow proper procedures under the law to get the petition registered and file a precipice in the high court registry to get the matter listed for hearing. In the post-lunch session, senior advocate Amit Desai, representing the Maharashtra government, informed the court that he had received the copy of Rane’s petition and that he was ready to make a statement that no coercive action will be taken against the minister in the Nashik FIR, till further orders. He further said that as Rane’s plea did not mention the details of other FIR, he should amend the plea and seek time to take instructions on the same.

On Thursday, following the pronouncement of the order, the advocate general requested the bench if it may also clarify in its order that the operation of the said sections may be allowed if indeed there is a marriage that results in forceful conversion. To this, the bench responded that its order has basically said that minus the ingredient of force, allurement, or fraudulent means established in religious conversion following marriage, the same cannot be construed as an offense.

The Collegium, for the first time, has recommended the names of three women judges Justice B V Nagarathna of the Karnataka High Court, Justice Hima Kohli, Chief Justice of the Telangana High Court, and Justice Bela Trivedi of the Gujarat High Court for elevation to the Supreme Court. Justice Nagarathna could become the first woman Chief Justice of India. Significantly, the breakthrough comes just days after Justice Rohinton Nariman retired from the Supreme Court. Justice Nariman, who was a Collegium member since March 2019, is said to have been firm in his stand that no consensus could emerge on the names unless the two most senior judges in the all-India seniority list for high court judges Karnataka High Court Chief Justice Abhay Oka and Tripura High Court Chief Justice Akil Kureshi were recommended first. The recommendations, if accepted, will fill all current vacancies in the Supreme Court, and will take the court’s working strength to 33. There will be an additional vacancy on Wednesday when Justice Navin Sinha retires.

Justice P B Suresh Kumar heard arguments on behalf of the state government, which is not in favor of online solemnization of marriages under the Act, and several petitioners who have contended that personal physical presence of the bride and groom is not necessary for solemnization of nuptials under the law. The state government said that under the Act, solemnization of marriage was mandatory prior to register it under the Special Marriage Act and therefore, the presence of the two sides and the witnesses is required before the Marriage Officer. It also said that if an online mode of solemnization was permitted, it would mandate maintaining an electronic register of marriages and setting up an online mode of payment both of which are not in place presently. It also added that another requirement for solemnization of the marriage was that at least one of the two parties has to be a resident of the area within the territorial limits of the Marriage Officer for a minimum of 30 days prior to issuing the notice of the intended nuptials. Therefore, two persons living abroad cannot have their marriage solemnized online if they do not satisfy the residence requirement.

Senior advocate Kapil Sibal, appearing for senior journalists N Ram and Sashi Kumar who have filed one of the petitions in the matter, said Ram was trolled on social media after the last hearing on the issue of court proceedings related to Pegasus in California. There are three petitions before the court in the matter, one filed by senior journalists N Ram and Shashi Kumar, another by advocate M L Sharma and the third one by Rajya Sabha minister John Brittas. Ram and Kumar have sought a probe by a sitting or former judge of the Supreme Court into the allegations.

The report stated that the South and Southeast Asian monsoon has weakened in the second half of the 20th century mainly due to the increase in aerosols and particulate matter due to human activity. The dry north and wet south pattern of East Asian summer monsoon precipitation changes are results of the combined effects of greenhouse gases and aerosols, it said.

Indian men’s hockey team took the lead after going down early against Belgium But, Harmanpreet converted a penalty corner and Mandeep scored from open play in the first quarter.
