Finding a straightforward and accurate answer to this was challenging. Many of the articles I read included repetitive and glib stock answers that discuss decentralized blockchains as being governed by no one in particular but rather by a network of people on the system making up the network as a whole. This is certainly the design of Bitcoin and blockchain but there is more to it.

It took sophisticated and technologically masterful humans to conceive, develop, evolve and maintain these systems. This will continue for generations to come, so is it really plausible that it is a network of many with no central entity that has governance?

From Bitcoin.org, this is offered;

“Nobody owns the Bitcoin network much like no one owns the technology behind email. Bitcoin is controlled by all Bitcoin users around the world. While developers are improving the software, they can't force a change in the Bitcoin protocol because all users are free to choose what software and version they use. In order to stay compatible with each other, all users need to use software complying with the same rules. Bitcoin can only work correctly with a complete consensus among all users. Therefore, all users and developers have a strong incentive to protect this consensus.”
