One of President Osmeña's most significant legacies to the Philippines is the maintenance of cordial relations between the governments of the United States and the Philippines. He recognized the value in cultivating mutually beneficial relationships in order to help the Philippines recover economically after World War II. So, the President worked to keep their friendship and good will while leading the government-in-exile in Washington, and he continued doing so after he returned to the Philippines.
