City officials in West Hollywood will start taking business applications for marijuana lounges next month. Jackie Rocco – who works in the city’s development department – says they’ll work like bars and attract both residents and tourists.
Rocco says there will be two kinds of pot lounges – ones for smoking, others for edibles. The first lounge could light up by the end of the year.

The Port of Long Beach has made a big lift toward a zero emission goal. The port started a pilot project to electrify nine big moving cranes, and Southern California Edison President Ron Nichols says it's cleaner energy coming down the pipleline.
The program will cost $14 million and is expected to cut more than 1300 tons of greenhouse gas emissions each year. The project is the largest of its kind in the nation.

The deadly debris flows in Montecito have cost insurers more than $420 million. California Insurance Commissioner Dave Jones says there have been more than 2,000 claims and the number is likely to increase.
Jones says 107 homes were claimed as total losses. Jones also says insurers have cooperated with his recommendation the mudslides be covered as if caused by December's wildfire, which means people without flood insurance are still covered.

The Long Beach City Council has approved new protections for illegal immigrants. The so-called sanctuary city law will prevent local officials from collecting information about immigration status. Council member Lena Gonzalez says ICE raids have scared a lot of people in Long Beach.
Last week the Justice Department sued California over its protections for illegal immigrants.
A businessman in Santa Monica has been posting tweets urging people to protest President Trump’s visit to California this week. Ross Gerber runs a multi-million dollar investment firm and wanted people to block Trump’s motorcade as it rolled into town. He says he’s angry because Trump supporters are now threatening him.
Gerber says he still plans to protest the visit – because he says he doesn’t support Trump’s policies. Gerber also plans to boycott any businesses associated with Trump’s fundraiser in Beverly Hills.

The High-Speed Rail Authority has released its first business plan since a new CEO took over. The plan shows a jump in costs and a delay in building.
The cost estimate for the high speed rail is now $77 billion and the targeted completion date for the entire system has moved back to 2033. The first section in the Central Valley is expected to open in 2022.
Crews in Orange County have picked up 14 thousand needles where a homeless encampment used to be.
Weedmaps, a company in Irvine that tells people where to find dispensaries, has been told to cease and desist. Alex Traverso with the state Bureau of Cannabis Control says the online-pot-mapping business is hurting legal dispensaries by also promoting unlicensed shops.
Traverso says the bureau has received about 375 complaints about unlicensed shops. Weedmaps has not responded to requests for comment.
A study from UC Irvine has concluded lower punishments for certain crimes did not make crime go up. In 20-14 voters approved Prop-47 making several low level drug and property offenses misdemeanors. Charis Kubrin U-C-I Professor of criminology, law and society says the study examined the data after crime went up in 20-15.
Kubrin says the research also shows no other crimes can definitively be linked to the passage of Prop 47.
Today is the last day people can comment on the Trump Administration's plan to open up more offshore oil drilling in California. Cathleen Treseder (Tra-seed-er) is a biology professor at UC Irvine, she says the risk of an oil spill is too high.

The Anaheim Police Department is not releasing body worn camera footage of an arrest that ended with a man in the hospital. Police Chief Julian Harvey says it's too early in the investigation to release the footage.
The man went into cardiac arrest after wrestling with police last Friday. Harvey says the officers didn't use choke holds, tasers or batons in the arrest. Harvey says he's asked the OC District Attorney's office to investigate.
Some big storms have given California a lot of much needed snow. Frank Gerhke (ger-key) with the Department of Water Resources says the snowpack at the Phillips Station testing site measured at 39 percent of the average compared with a seven percent measurement last week.
Gerhke says two more storms like the one that swept through last week would put the Sierra snowpack back on an average track. Statewide the snowpack is up to 37 percent of average from 22 percent last week.

A police dog from Santa Ana has lost its front teeth in a dramatic takedown. Cpl. Anthony Bertanga says the Dutch Shepherd apparently came down on cement last night.
He says the K9 will probably be back on the job in a few weeks. The dog was able to hold down the carjacker until officers got there.
The California Department of Motor Vehicles has issued new rules that will allow driverless cars to be tested without human backup.
California DMV Spokeswoman Jessica Gonzalez says companies testing driverless technology will have to coordinate with local law enforcement before rolling out their cars. Gonzalez says the cars will also need a connection with a remote operator to take over if something happens.
The Malibu city council has voted to stop plastic straws one sip at a time. Starting June 1st the sale, distribution and use of single-use straws, stirrers and cutlery is not allowed. Councilwoman Laura Rosenthal says the city was one of the first to ban plastic bags 10-years ago.
To kick things off the city is giving a box of paper straws to each restaurant, along with a copy of the ordinance.

Metro has broken ceremonial ground on the second section of the Purple Line subway. Metro CEO Phil Washington says when the entire line is finished it'll connect Westwood with downtown LA.

Fire crews have been watching a burned apartment complex in Pico Rivera to make sure a huge fire doesn’t reignite. L-A County fire inspector Richard Licon (lee-CONE) says the roof collapsed and it was tough to put out hot spots last night.
Licon says a firefighter had to be treated for exhaustion and two people suffered smoke inhalation. They’re still searching apartments to make sure all pets got out.

A possible school shooting in Whittier has been stopped thanks to an alert school safety officer. LA County Sheriff Jim McDonnell says the officer heard a 17-year-old say he was going to shoot up El Camino High. The officer reported that to the sheriff's department who arrested the teen.
McDonnell says deputies found two AR-15's, two handguns and 90 high capacity magazines at the teen's house. The older brother of the teen claimed ownership of the guns, but he was arrested because only one was properly registered.
The LAPD Police Commission could be changing the policy on when to release body cam footage. Police Commissioner Matthew Johnson says the proposal is designed to bring transparency to use of force incidents such as officer shootings and deaths while in custody.
Johnson says this would include body cam, dash cam, surveillance and 3rd party footage. The commission will vote on the proposal in March.

The FBI has revealed it got a tip on the 19 year old shooter in Florida and didn’t follow up.
ICE is finishing another major operation in the L-A area. The agency says it has arrested more than one hundred suspected illegal immigrants this week. It blames sanctuary policies for sending agents into neighborhoods instead of jails to make the arrests. ICE says it is going after people who are a threat to public safety and national security.
School officials in Florida have not decided when classes will resume after a mass shooting at a high school, but some students are already dreading going back.
Orange County Supervisors have approved a deal that will move homeless people out of the Santa Ana River. The county will pay for food and motel vouchers for about four hundred people. Supervisor Todd Spitzer says the County had run out of options.

After a 19-year-old killed 17 people and injured more than a dozen others at a Florida high school, state officials say they are vowing to take action to prevent another school shooting.
Orange County Supervisors have called a special meeting to buy food and motel vouchers for four hundred homeless people. The deal will allow the County to start clearing out the homeless encampment along the Santa Ana River next week. Many homeless people say they’d be happy to leave for a motel room.
County leaders came up with the plan after a lawsuit tried to block the cleanup along the riverbed. Officials have not said what will happen once the motel vouchers run out.

Beliz created the first ever School Threat Assessment and Response Team for LA County. He says thethe team has prevented a lot of school violence from happening.
A few reporters have tried their hand at being cops in Orange County. Anaheim Police Sgt Daron Wyatt says the exercise was designed to offer up a better look at what cops have to deal with when deciding whether to use force.
The reporters faced three separate scenarios dealing with traffic stops, shoplifting and a domestic confrontation. Wyatt says less than one percent of calls end up requiring any kind of force.
Corbin Carson reports: The city council in Pico Rivera has voted to officially ask the man who made derogatory comments about the military to resign. People lined up for hours to confront Councilmember Gregory Salcido. At the end Salcido apologized and tried to explain his comments about the military.
Salcido talked for some time, but he didn’t say anything about agreeing to the council’s request for him to resign.
