Many people remember the outcry this past August when Joel Ferry resigned from the legislature, but was still on the ballot. What people may not remember is that it has happened before. Utah Sen. Curtis Bramble of District 16 has submitted a bill that will, hopefully, put an end to that kind of confusion in the future.
