Before you bake something, your oven should be warmed to the legitimate temperature. While it requires a couple of moments to turn on your oven, it can require a few minutes for it to arrive at the right temperature. The demonstration of turning on your oven and allowing it to warm up to the right temperature is alluded to as "preheating."
