The government's pushing on with its three waters reforms which aim to alleviate those issues, but many councils aren't happy. 

On Friday, Grant Robertson and Nanaia Mahuta announced councils will own shares in the new entities based on their size. 

However, that has not appeased many councils.

Lloyd was joined by Local Government Minister Nanaia Mahuta to explain what this announcement was about.
