The Commissioner of the Ontario Police claimed that the police department had "intelligence" an entire week before the invocation of the Emergency Act that it would pose a national security threat. Is it moral for a government to use secretive methods of intelligence gathering against its own citizens?

Was the implementation of this broad and sweeping power justified? Was it necessary? If we believe it was necessary, are we correct in thinking this or are we making this determination from a place of bias and blindness?
