There seems to be a pattern in Kings County, CA, where county prosecutor Keith Fegundes has filed two charges of murder for stillbirths and is the only CA prosecutor who has filed charges for a stillbirth in the last 3 decades. 

Chelsea Becker and Adora Perez, a woman charged with murder in 2017, were prosecuted under Section 187 of CA penal code which states murder as "the unlawful killing of a human being, or a fetus, with malice aforethought," but does not apply to acts "consented to by the mother of the fetus."  Fetus was added to the statute in 1970 in response to a man who had attacked a pregnant woman, causing a stillbirth.
