The prophet Habakkuk had two issues that greatly perplexed him- 1- why does Yahweh allow his people to continue their flagrant sinning without judging them, and 2- why is God going to use the Chaldeans, a more wicked nation than his own, to bring judgment on them- Habakkuk doesn't have an answer but knows enough about the nature of God - he is everlasting and he is holy - that he can wait patiently in faith, and see what God will say.
