Hazard Identification and Hazard Classification are the initial steps of the risk assessment leading to effective safeguard design.  

Without performing the hazard identification, organizations could be exposing employees to hazards that are not effectively safeguarded or quantified. In this case, a lack of awareness can mean that there is a lack of protection.
