But if one of these cases reaches a verdict of "guilty", or if in acivil suit the plaintiffs win, I don't see what adequate punishment orremedy a court would be able to impose. Money damages to be paid bythe state would do little to make things right. That would requirereducing future emissions, but a court can't decide how to do that.
