Tennessee hasprohibited cities from operating review boardsto curbthe violence of thug departments.If cities cannot exert control over thugs, they may still be able to cut the funds to make the thugdepartment smaller, and set up newnon-police departments to handle traffic enforcement and dealing withpeople who are going nuts.
