Now that heating of the oceans and seas makes hurricanes intensify faster, thequestion ofwhether to evacuate has become more difficult.

Perhaps new building codes are needed so buildings will be able to stand up to hurricanes. Theyshould also include rules to make sure the building won't be inundated.
