Apps built for iOS 16.4 RC, iPadOS 16.4 RC, macOS 13.3 RC, tvOS 16.4 RC, or watchOS 9.4 RC using Xcode 14.3 RC can now be submitted to the App Store, and for internal and external testing through TestFlight.
