After joining Hawaii’s congressional delegation yesterday in calling for the Navy to suspend its Red Hill fuel storage operation until its drinking water contamination crisis is handled, Ige said there are still many unanswered questions about what is going on at Red Hill. He said the Navy is “still seeing fuel in the well at Red Hill” and it remains undetermined how it is getting into the well shaft.
“They all are concerned, all four members,” Ige said. “They are all being very helpful in engaging the federal government.”
According to Ige, while the act of pumping water from the Red Hill well falls under state jurisdiction, actually shutting down the entire Red Hill fuel storage facility is a decision that will be made by the federal government.
“There is a permit issue to draw water,” Ige confirmed. “In terms of the Red Hill facility itself, it’s federal property … (and) the Navy and Federal Government will decide whether they want to heed (our) orders or not. We continue to work with the county as well as the Navy before moving. We don’t want to take any action that could exacerbate what’s happening.”
“I do believe the water that is being distributed in the water system in Honolulu is safe,” Ige added. “We continue to push the Navy for more transparency.”

Gov. David Ige expects the first round of COVID-19 vaccines for Hawaii children ages 5 to 11 to begin around Nov. 8, following expected federal approval.
An initial shipment of around 40,000 doses of the Pfizer vaccine would cover about one-third of all island children ages 5 to 11, Ige told the Honolulu Star-Advertiser’s “Spotlight Hawaii” livestream program today.
The state is planning on more than 150 vaccination locations for younger children, including the possibility of more than 100 schools to serve as vaccination sites.
Ige assured parents that only children with documented parental approval will be vaccinated against COVID-19 following the state’s previous school-based vaccination programs.
“We are taking the school flu vaccination efforts that we’ve done in the past,” he said. “No child will be vaccinated unless they get approval of their parent and that will have to be documented before the child would be scheduled for a vaccination. We are prepared because we’ve done school vaccination efforts for flu and other things. We feel pretty confident that only those children who have their parents’ approval will be vaccinated.”
Approval of the Pfizer for children ages 5 to 11 could come as early as Nov. 2, 3 or 4, Ige said.
“We are planning to be ready for our first children vaccination clinics beginning in and around Nov. 8th — assuming that it’s approved on the second, third or the fourth — and we want it to make it available as broadly all across the state as we can.”
“We believe that this is a game changer,” Ige told Spotlight Hawaii. “It really gives parents the opportunity to protect their children and we want to be prepared and will be rolling out the vaccines as quickly as we can receive them.”
COVID-19 cases continue to stabilize in Hawaii, related hospitalizations remain manageable and vaccination rates are rising, but there are still few guideposts for when residents will be able to resume life as normal, sans masks and gathering limits.
Dr. Libby Char, director of the Hawaii Department of Health said during the Star-Advertiser’s “Spotlight Hawaii” livestream this morning that the state continues to be cautious when it comes to lifting restrictions and fully reopening.
“I look forward to the time when we can all get back to doing what we used to do and socializing and what not,” said Char. “We are being very deliberate to make sure that our case count comes down and is nice and stable.”
Char said that the state is gradually lifting restrictions on outdoor activities which she said were “quite safe,” and then evaluating the effect.
“Indoors, we are trying to do the same thing, but being a lot more cautious because we know that this is much, much higher risk,” said Char.

Hawaii is currently averaging 115 new COVID-19 cases a day, with 1.8% of tests coming back positive. The number of new cases has remained stable since mid-October.

Hawaii recorded more than 100 “breakthrough cases” of people who contracted COVID-19 after being fully vaccinated, but the cases represent less than 1% of the total number of residents who have been vaccinated, Hawaii Department of Health Director Dr. Libby Char said today on Spotlight Hawaii.
Char said that the vaccine is very effective and the best way to prevent illness and death from the coronavirus.
Char said that there have been a high number of positive cases among people who have received just a single dose of either the Pfizer or Moderna vaccine, both of which require two doses separated weeks apart. There have been so many instances that DOH has stopped counting them, she said.
She urged the public to complete both doses of the vaccine and take to advantage of the wide availability of the vaccine throughout the community.

Hawaii Lt. Gov. Josh Green said the state hopes to begin a vaccine passport program for inter-island travel, which would allow travelers with verified vaccines to bypass COVID-19 testing or mandatory quarantine, by May 1.

Oahu weddings may see the number of guests allowed in the city’s Tier 3 reopening plan bumped up to 25 from the current 10.
Honolulu Mayor Rick Blangiardi plans to ask for a meeting early next week with Gov. David Ige and Hawaii Department of Health Director Libby Char to discuss the Tier 3 restrictions for weddings.
“I’m prepared to go back to the State Department of Health and say, ‘you know, can we just have 25 people as a structured event,’ and we know the protocols we’ll adhere to those,” Blangiardi said on the Star-Advertiser’s Spotlight Hawaii today.
In the initial modifications for Tier 3 that lifted capacity for funerals and allowed organized sports to resume, officials thought that due to the celebratory nature of weddings, it would not be prudent to increase capacity.
Although the wedding industry held a demonstration on Thursday outside Honolulu Hale, Blangiardi said that was not the only reason he is now considering taking this request to the governor.
“I was wanting to wait a little bit,” he said. “We want to see the impact of the modifications. Our sports haven’t started yet and just to be sure the numbers stay safe.”
Blangiardi also addressed the Honolulu rail program which was recently found to have some defects, requiring a portion of the tracks to likely be changed out, potentially delaying the opening of the project another year.
Honolulu Authority for Rapid Transportation Interim CEO Lori Kahikina notified the mayor that the rail project up to Aloha Stadium, would be turned over to the city by the of the year, leaving it up to Blangiardi to decide whether to start service up to that area.
However, with the recently found defects and the rail only being able to service up to Aloha Stadium, Blangiardi leaned against starting service as soon as it is available.
“I’m not going to just simply arbitrarily say, ‘as soon as it’s ready to operate, we’ll start operating it,’ that still up in the air, we’re going to make a lot of determinations based on things that we’re learning now,” he said.
“Right now, today, in all honesty, and as candid as I can be, I don’t know if that’s possible.”
The cost of rail has ballooned to $12.4 billion, and the completion date is now March 2031.

Gov. David Ige announced this morning on Spotlight Hawaii that state health officials have detected the South African variant of the coronavirus in the islands.
He discussed contact tracing measures, and reemphasized the need for everyone in Hawaii to continue to wear masks and socially distance.
Ige also discussed the vaccine rollout, potential changes to the Safe Travels program and interisland travel restrictions, and expressed his confidence in DOE Superintendent Dr. Christina Kishimoto, who has been criticized by the Hawaii State Teachers Association.
Thursday marks one year since the World Health Organization declared the coronavirus a pandemic, and the governor also reflected on the moment last March, when he realized everything would change in Hawaii.
Peter Yee and Kanani Elaban of Hawaii Unemployment Updates and Support Group, and Angela Keen of Hawaii Quarantine Kapu Breakers joined Spotlight Hawaii, to talk about how their groups on Facebook are helping others navigate problems brought on by the pandemic.
The Hawaii Unemployment Updates and Support Group has more than 26,000 members, many of whom have been frustrated with the state’s unemployment benefits system, which has been plagued with delays ranging from weeks to months. Keen’s Hawaii Quarantine Kapu Breakers group has nearly 7,000 members, who work in conjunction with law enforcement to catch quarantine violators and enforce the state’s mask mandate.
Department of Education superintendent Dr. Christina Kishimoto joined Spotlight Hawaii to talk about school re-openings after spring break, graduation plans for the class of 2021 and allowing student-athletes back on campus for practice and conditioning. She also took questions about the vaccine rollout for teachers, summer learning programs, and food availability for students in need.
Lt. Gov. Josh Green said he expects the state to open vaccines to residents over 70-years old by March 15, and to open to those over 65 just a few weeks after that.
“We only have 146,000 individuals statewide that are age 65-74, so we’ll aggressively move through those numbers. I know it can’t come soon enough for people, but now it’s pretty soon,” Green said this morning on Spotlight Hawaii.
The state is set to receive over 55,000 vaccine doses this week, a significant increase from weeks past, and includes 11,000 doses of the newly approved Johnson and Johnson vaccine. Dr. Green recommends that residents accept whatever vaccine is available, but also said that patients will have a choice of which vaccine to get.
“If you’re under 50, you’re overall healthy, in my opinion Johnson and Johnson is a perfect shot for you,” he said.
Green, who is also leading the Safe Travels program, said that he supports allowing a vaccine passport for transcontinental travel, beginning May 1. That would allow for those with verified vaccines to be able to travel to the state without COVID-19 testing or mandatory quarantine.
“We have to move forward and we know that we did the right things to keep people alive, but we also have to do the right things to keep our economy alive, and that’s where I’m headed,” he explained.
When it comes to inter island travel, Green said he hopes for all restrictions to be lifted by next month.
“My personal recommendation is that we get to that point on or before April 1, where we have no requirements for testing between the neighbor islands because we are safe and we’ve vaccinated so many of our people,” he said.

Gov. David Ige said that Hawaii will be receiving a larger than usual shipment of COVID-19 vaccine doses this week, making up for the delayed shipment last week due to the winter storm on the mainland U.S.
“They are going to catch up on the vaccine distribution this week, so we expect more than 77,000 doses of vaccine. That really represents last week’s Moderna shipment, which didn’t make it,” he said this morning on Spotlight Hawaii.
Ige said the state will soon be lowering the vaccine age requirement from 75 down to 70. The expectation was that residents over 65 would be allowed to have access, but Ige said state health director Libby Char believes it is smarter to open more slowly.
“Dr. Char really felt that it would better to go to 70 first, and then 65 after that,” Ige said, adding that the state is attempting to avoid long lines or any bottlenecks at vaccine distribution sites, which have occurred in other states.
“There’s 130,000 individuals between 65 and 75, and if we made it available to all of that, once again we feel that there would be too many people wanting to get their appointments and not enough slots,” he said.
Ige received his first dose of the vaccine today shortly after the broadcast.
“I know people have asked me how come I’ve waited, am I hesitant or reluctant, and that’s just not the case. I wanted the opportunity for frontline essential workers to be able to get vaccinated,” he said.
Ige also took questions on potential changes to the Safe Travels program, the reopening of schools, the backlog of people waiting for unemployment benefits, and the potential of Oahu moving into Tier 3 this week.

U.S. Sen. Brian Schatz is hopeful that both houses of Congress could pass a $1.9 trillion federal stimulus package by mid-March that would prevent the layoffs and furloughs of Hawaii public workers, help keep island businesses afloat and prevent renters and homeowners from losing their homes while extending unemployment benefits.
Schatz responded to a range of questions during an appearance today on the Star-Advertiser’s Spotlight Hawaii, in which he hoped to get students back in school after spring back — while working through school employee unions’ collective bargaining agreements.
And as a member of the Senate Transportation Committee, Schatz said he intends to help the city’s troubled rail project but wants to give Mayor Rick Blangiardi and the interim head of the project time to develop a new plan.
“But I ain’t going to be able to find $2 billion,” Schatz said.
Blangiardi and Lori Kahikina, the interim CEO and executive director for the Honolulu Authority for Rapid Transportation, need to be candid with both residents and the Federal Transit Administration on what’s realistic and “as straightforward as possible about the fiscal plan,” Schatz said. “People are just sick of being told a fantastical story that there’s a magical solution.”
Unlike the first two federal relief packages in 2020 under the administration of Donald Trump, Schatz said the new federal aid expected from President Joe Biden’s administration is expected to directly fund county and state services, which Democrats have wanted.
Locally, Schatz said, the new stimulus is expected to provide “money for state government to be able to plug the budget hole. They’ve been delivering services but they just don’t have the revenue because tourism has taken a nose dive.”
The stimulus is also aimed at the biggest investment in native communities ever, while providing more COVID-19 vaccine, helping schools and county government and provide rent and mortgage relief.
“It could be enough to prevent all layoffs and furloughs,” Schatz said. “… If our collective objective is to simply survive this moment until we have enough vaccinations and enough herd immunity that we can get our lives back and our economy back, I think it’s going to be enough … to prevent the layoff of public workers or the furloughing of public workers. This is my No. 1 priority.”
Lt. Gov. Josh Green said today Hawaii’s vaccination rollout is on track to allow for in-person classroom learning by mid-May, adding that students and parents need it to happen as soon as possible.
“I think when our educators are vaccinated, we should open the schools, that simple. And I think that’s going on right now, we’re aggressively vaccinating our teachers as we speak and those who support the schools across the board,” he said. “There’s no real reason that come May 15, we can’t encourage all of our schools to the best of their ability to get back in-person.”
Hawaii could deliver up to 80,000 doses per week, but the federal government is not close to meeting the state’s vaccine distribution capacity. Green said this week Hawaii is expected to receive 42,800 doses this week, 49,600 next week, and 50,700 the week after that. In addition, the military is receiving its own supply in Hawaii, and CVS pharmacies will receive over 4,000 vaccine doses, to distribute at select Long’s locations across the state.
“It’s going well. In fact, if would go even better if we had more from the feds,” Green said. “We’re seeing lower cases week after week. We’re not in the clear yet, but it’s going pretty well.”
Green, who is spearheading both the vaccine roll out and the Safe Travels program, said he hopes to amend the travel requirements to allow travelers to bypass the testing requirement, provided they can show they have received the second dose of a vaccine at least two weeks post-arrival. Green expects by March 1, CISA exempt workers would be able to travel under that new rule, all inter-island travelers to do so by April 1, and all mainland travelers to be allowed to do so by May 1.
“That will really mean that by the summertime we can have lots of safe travelers, and remember the more important part is that we will be safe,” he said. “Because on May 1, we will have… 850,000 shots, so we will have that protection so that no matter what happens, we’re basically safe. This is the way we restore our economy very quickly. We would likely see a huge uptick in visitors by say, the fall this way.”
Green took questions on a variety of topics, including a bill making its way through the state Legislature that would prohibit lieutenant governors from holding side jobs. Some see the measure as targeting Green, who works as an emergency room doctor on Hawaii island, in addition to his work at the state Capitol.
“Honestly we just don’t have any time for political games,” he said. “Any leader who’s not completely focused on stopping COVID right now is really not doing the people a service that they deserve.”
Green added that since the bill in question would likely take effect in November 2022, it would have little impact on him personally.
“I’ll not be lieutenant governor at that point,” he said. “People will either choose me as governor or they won’t. There’s no secret about that. But I think we should be focused on COVID and saving lives.”

Hawaii Pacific Health Chief Quality Office Dr. Melinda Ashton said the COVID-19 vaccination center at Pier 2 on Oahu is running smoothly, with patients able to go through the process quickly, and very few reporting any adverse reactions to the shot. The main issue facing the vaccine rollout in Hawaii is simply too few doses coming in from the federal government.
“It’s so hard to wait, I understand that. We are committed to making appointments available as soon as we can be assured that we have vaccine to deliver a dose to those that have the appointment,” she said this morning on Spotlight Hawaii.
The state is receiving roughly 40,000 doses a week, and has given out over 200,000 vaccinations. Those include a mix of first and second doses. The Biden Administration has vowed to ramp up vaccine production, but so far, Dr. Ashton said those efforts have not resulted a substantial increase of doses to Hawaii.
“Right now we’re struggling to make sure we have enough vaccine for all of the second dose appointments we have. We’re gonna be very close, and we’re hoping to get just a little bit more so we can complete those without having to postpone any appointments,” she explained, “But we are postponing some first appointments and we will not be making any new first appointments for anybody that’s interested right now, and it will probably be a couple more weeks at least before we have any available.”
Dr. Ashton, who is also a pediatrician, also took questions on the impact of COVID-19 infections children, and the risks versus benefits of in-person classroom learning at this time. On the subject of double-masking, she said that when a disposable, paper mask, the kind now sold widely in many retail stores, is worn under a cloth mask, the two together can be nearly as effective as a medical grade N-95 mask.
“That combination of two masks is actually really helpful to reduce that chance of spread. But at the same time, it’s wear the mask properly, keep your social distancing, wash your hands, stay out of large groups. So it’s not just the double mask, it’s all of the other pieces as well,” she said.
Governor David Ige said the state has done a great job of setting up a broad network of locations to distribute the COVID-19 vaccine, but that Hawaii’s rate of vaccinations is being hampered by a bottleneck at the federal level.
“We could easily provide inoculations to twice the number of people that we are currently doing each week,” the Governor said this morning on Spotlight Hawaii.
Ige said the state is receiving up to 40,000 doses each week, and distributing them as quickly as possible.
“We’re not sitting on it. It’s a pretty effective and efficient system that we have.”
Ige himself has still not received a COVID-19 vaccine, but hopes to in the next week or a two.
In a wide-ranging interview, the Governor took questions about the COVID-19 variants now present in Hawaii, potential changes to the Safe Travels program, loosening restrictions on Oahu’s tier system, and Aloha Stadium. He also took several questions about unemployment benefits, which have been delayed due to issues with the state’s antiquated computer system.
“That is the most asked question I get here in the governor’s office, about those that have applied and have not gotten an answer back yet. And it’s unfortunately that the system is just so old that it’s very hard to predict when we would be able to complete the changes necessary,” Ige explained.
The Department of Labor and Industrial Relations is working off mainframe from the 1980s, which was recently approved to be replaced. But that multi-million dollar project will not be completed any time soon, and is of little help to current jobless claimants. Thousands of Hawaii residents are waiting for Pandemic Emergency Unemployment Compensation (PEUC) benefits that were approved in December.
“These are new programs and new requirements that make it difficult. These old systems do not allow us to rush it, because if in fact the systems crash that would really be devastating and we would be unable to deliver services for a real long time,” Ige said.
State Reps. Aaron Johanson and Sylvia Luke joined Spotlight Hawaii this morning to discuss the future of Aloha Stadium, and more broadly about the state’s budget challenges.
The Stadium Authority is seeking to redevelop the 98-acre site, with a 30,000-seat facility, to replace the aging 50,000-seat stadium. The project is expected to also include a mix of housing and retail development.
“The stadium is great but for too long it’s been sort of this fallow property that other than games, and a parking lot, and a swap meet, it hasn’t really been leveraged for it’s maximum potential,” said Johanson, whose district includes the redevelopment area.
“We see this as a great opportunity to leverage not just the stadium itself, but the entire 98-acre campus, which is a prime jewel that is largely undeveloped, to turn it into an additional thriving community that really does connect the edge of Honolulu in the stadium area with Aiea.”
The project is expected to run upwards of $300 million dollars. Luke, who chairs the House Finance Committee said that it is important for the public to understand the state funds allocated to the project have been generated through bonds, set aside long before the financial woes brought on by the pandemic.
“This project was already underway before COVID and there’s a commitment to continue, otherwise you know, any time there’s a delay it will essentially be wasting taxpayer’s money,” she said.
Both Luke and Johanson said that they believe it may still be possible for the University of Hawaii to play games at Aloha Stadium in the near future, despite the Stadium Authority telling UH that that is no longer an option.
Just this morning, UH athletic director Dave Matlin told the Board of Regents that the university is projecting expenses to play football games on its Manoa campus will exceed revenues by $400,000 a year.
“When the Stadium Authority made an assessment that the stadium is partly unsafe, they looked at the utilization of the entire stadium. But as you know, we have not been filling all 50,000 seats so we could probably utilize a portion, so it really depends on what portion we can keep open to allow UH football and other things to happen,” Luke said.
Luke suggested the possibility of repairing part of the existing stadium to allow for games.
Johanson agreed, “The field is still very usable at the stadium…I think we have to do what is ultimately in the best interest of the taxpayer.”

Four weeks into the job at Honolulu Hale, Mayor Rick Blangiardi says he is energized and undaunted by the challenges ahead.
“I don’t think I’ve ever been in a role before where you can feel the expectations. They’re so high,” he said today on Spotlight Hawaii.
“It’s really palpable as I go around and meet people and listen to what they have to say. And at the same time, the sense of responsibility is amazing. It’s unlike anything I’ve ever felt before.”
The mayor has largely been focused on assembling his cabinet, including 21 new directors, some of whom were being confirmed by the City Council as the interview took place this morning. He spoke highly of the team he has put together, and said that he has urged each of them to lead from day one, for example by trusting them to choose their own deputy directors, rather than assuming that choice himself.
Blangiardi said that he plans to work closely with the City Council, in a spirit of collaboration and action.
“I’ve heard all the horror stories in the past about dysfunctions between mayors and city councils, this is not that moment in time,” he said.
For now, the mayor said he is keeping tier system created by the Caldwell Administration in place. Blangiardi has been critical of some of the restrictions on business, and said that that he hopes to loosen the rules on certain sectors next month.
“I’m hoping by the middle of February I’m gonna be able to relax a couple of things, which is what we’d like to do. And I very much understand the need to get bars open, to get our kids playing, and those kind of things,” he said.
One of the primary challenges facing the City will be the budget deficit, projected to be roughly $400 million. Blangiardi did not offer specifics on where he hopes to make up that money.
“We’ll make it work. I can say this, we got a lot of tough calls in front of us. A lot of tough calls,” he said.
Blangiardi also reflected on the death of former Big Island Mayor Billy Kenoi, whom he had dinner with just last month. He said Kenoi seemed “incredibly strong and vibrant,” and that his passing came as a shock.
“It is such a privileged to lead, and the thing about Billy was, he embodied all of that. It was like he was born to do that, he felt it and he loved it. He was just a real inspiring guy. He leaves an incredible legacy,” Blangiardi said.
“He was the real deal. My love and aloha to Billy Kenoi. He lives in my heart.”

As the newly chosen chair of the Honolulu City council, Tommy Waters said his top priority is to balance the budget.
“We have a $400 million deficit. $400 million, now that’s not insignificant. That’s gonna be our number one challenge, how are we gonna fill the budget?” Waters said this morning on Spotlight Hawaii.
“In county government, police, fire, ambulance, your garbage, your sewers, your roads, these are all very, very important things that we need every day, and I can’t see cutting any of those things. We’ve got to figure out how we’re gonna do it. Do more with less.”
With so many residents facing financial challenges, Waters said he does not want to raise taxes and is instead looking at other options like refinancing the city’s bonds, and not filling vacancies on the city payroll.
The Councilman said he supports keeping the previous administration’s tier system in place, because it provides clarity on what is and is not allowed. He said there could be some room for loosening restrictions on certain sectors, but overall, believes the rules are helping to slow the spread of the coronavirus.
Waters has been a proponent of increased access to COVID-19 testing, and in the past has called for secondary testing for travelers once they arrive on Oahu. He said that while he is comfortable with the way the Safe Travels program is being conducted, more testing is always preferred, especially for local residents.
“Make this free. Have these testing machines all over the place. We could be testing our teachers twice a week, testing our students twice a week, right? Testing our sports coaches and athletes twice a week, just to ensure that they’re safe, and make it free,” he said.
Waters said he will formally be meeting with Mayor Rick Blangiardi to discuss their priorities next week, and expects that the new mayor and city council will have a productive working relationship. The 2020 election meant vast changes to the council, with five new members, and comprised for the first time ever of a majority of women, and four Native Hawaiians, including Waters himself.
“It’s a really wonderful team, and I’m so proud to be the chair at this time,” Waters said.
“In any decision that we make, whether it be the budget, housing, homelessness, if we treat each other with aloha every day, think about how our decisions affect our keiki, our kupuna, and our families, right? If we think about that, and channel every single decision that we make though that lens, I don’t think we can go wrong.”

Bill Comerford and John Harrison have each owned and operated bars in Honolulu for decades, but both say that if COVID-19 restrictions are not lifted soon, they will lose their businesses.
“It’s crushed my business. We have no business. And we have hope, I do, that things get better and we get a chance to open,” Harrison told Spotlight Hawaii this morning.
“I’ve committed 29 years of my life to this, I’m just not walking away.”
Harrison owns Legends Sports Pub in Waikiki, which opened in 1993. Since the first lockdown in March, he has been allowed to open for a total of 53 days, hardly enough to generate the income he needs to fully cover rent or pay his employees.
“People may not see bars as essential, but the jobs are essential to the people that work here,” Harrison added.
Comerford, who is also the president of the Hawaii Bar Owners Association, owned four Irish-themed bars before the pandemic hit: Kelley O’Neil’s, Irish Rose Saloon, Anna O’Brien’s and O’Toole’s. All have had to close under the City’s tier system, and in the space of less than a year, he has seen years of hard work disappear.
“Obviously a business can’t stay in business without income. And that’s the circumstance we’re in. We don’t have the income to survive,” Comerford said. “I”m on unemployment…Our company has come apart completely.”
Both men said they are appealing to city and state leaders to allow bars to open under the same restrictions placed on restaurants.
“I think we can operate safely the way the bars do in restaurants. They’re doing basically the same thing we were doing,” Harrison said.
“All we want is opportunity. And you punish bad behavior. If the bars are not able to obey by the rules, then shut them down, as any other business. But we’re looking for the opportunity.”

Kauai Mayor Derek Kawakami did not mince words when he shared his reaction to news of a Kauai couple arrested over the weekend for traveling on a flight from San Francisco to Lihue, after knowingly testing positive for the coronavirus.
“It was a reckless action and it really did not put into thought of other people’s health and safety. It’s disappointing but we know that this is not the first time that people have boarded airplanes knowingly positive and gotten on and made their way to Kauai,” he said this morning on Spotlight Hawaii.
The couple was arrested for reckless endangering after arriving on Kauai, and later released on bail.
Mayor Kawakami said he is doing all he can to stop the spread of COVID-19 on his island, including a controversial move starting today to opt out of the state’s Safe Travels program. For the foreseeable future, anyone arriving on Kauai will have to quarantine for 14 days, which is a major blow to island’s the struggling economy.
Kawakami said he did not want to take this severe step, preferring instead to mandate a second test for all arriving passengers after a three day quarantine, but the state rejected that plan and so he felt he had no other choice.
“We have a well thought out plan that our team formulated to have a second test three days after arrival,” he said.
“We had acquired the tests on our own. We had contracts in place to have testing partners go out and administer the second test, but we were denied and the option we were given was to opt out.”
Kawakami said he will continue to present his plan to Gov. David Ige in the hopes of approval. Given the limited healthcare capacity on Kauai and the rising case count on the mainland, he said he believes post-arrival testing is safest path forward.
“If the fear is the failure of the program, well, let me fail,” he said.
“Kauai deserves to be offered an opportunity to see if this model works moving forward, especially since we’re seeing a huge rise in cases on the continental United States.”
Gov. David Ige said since the Safe Travels program began, nearly 300 people have entered the state and then been informed of a positive COVID-19 test. That figure encompasses a mix of returning residents and visitors, some of whom arrived in the islands without any testing, some who had pending results when they boarded their flights, and others who had with a negative test upon arrival but then later tested positive for the virus in the state’s surveillance testing. A positive result, particularly for a non-resident, creates a myriad of challenges beyond the health risks.
“Once that happens, we’ve had hotels cancel their reservations, you know, they are often times placed on a ‘do not board’ list by the CDC, where they can’t leave the islands then for 14 days. And so even though it may be less than 300 of those cases, it could represent, if they became positive on the airlines and that they had to isolate the close contacts of those individuals, you know, it could be as many as 3,000 people who end up being on this no fly list and cannot leave the islands,” Ige explained this morning on Spotlight Hawaii.
Ige said that number played a large part in his decision to mandate a negative test for everyone entering the state, in order to bypass a mandatory 14-day quarantine.
All four county mayors have called for more testing upon arrival. The Governor said agrees that more testing is better, but the state has limited testing capacity. Ige said he will be meeting with Mayor Kirk Caldwell early this week to discuss how to best use the city’s new testing facility at the airport.
“I’m glad that Mayor Caldwell had brought in that testing trailer at the airport, and we’re trying to develop a more robust testing program that can utilize that capacity,” he said.
The Governor also spoke about the state’s financial challenges, which are substantial. The state is facing a budget shortfall of up to $1.5 billion dollars, which translates to roughly 25% of the state’s budget. Ige is currently drafting the proposed budget, which he will present next month. He said everything is on the table, including furloughs and layoffs.
“Every department and agency will be impacted, there’s nobody that will be spared. We will be forced to be cutting public education and the University, as well as you know, social safety net programs,” Ige said.
“We wish that we didn’t have to. We will be putting a priority on those programs but a 25% reduction in revenues is just something that is so significant it will impact virtually all of the programs in state government.”
Hawaii has the lowest coronavirus positivity rate in the country, which Ige said is thanks to the tremendous sacrifices of local residents. He thanked the community for wearing masks, complying with social distancing requirements, and caring for one another.
“I did just want to thank the people of Hawaii. I’m proud to be Governor of Hawaii and we have responded well to the pandemic. The virus does not recognize boundaries and so we all need to remain vigilant,” he said.
Department of Labor and Industrial Relations Director Anne Perreira-Eustaquio said her office has paid out 97% of the claims they have received since March, but she understands many people in Hawaii are still waiting for benefits and feeling frustrated by the process.
“We are working more hours than you would believe,” she said, with notable emotion and empathy in her voice.
“We feel for every single claimant out there. We know this is a hard time of the year. You all are hurting, you all need your benefits and we’re trying to get to them as quickly as possible.”
Since March 1, DLIR has received over 292,000 Unemployment Insurance (UI) benefits, another 82,000 claims for Extended Benefits (EB) or Pandemic Emergency Unemployment Compensation (PEUC), as well as 146,000 Pandemic Unemployment Assistance (PUA) applications.
Hawaii has one of the highest unemployment rates in the country, at 15.1% as of September. The need for for benefits has long exhausted the UI fund, which is now over $600 million in debt, and expected to be $1 billion behind by the end of the year.
Perreira-Eustaquio spoke in detail about each program, and when certain benefits expire. Because PEUC and PUA are funded through CARES Act money, those benefits will not be extended in 2021.
When CARES Act funding comes to an end at the end of next month, so too do many of the resources DLIR is relying on to process benefits, including 100 adjudicators who are combing through claims, additional staff processing claims at the Convention Center, along with much of the call center staff. Perreira-Eustaquio said right now, the call center is able to answer over 70% of the nearly 4,000 calls they receive daily.
There has been pressure for DLIR to open a physical office so that claimants can resolve their issues in person. Perreira-Eustaquio said it is something she and her staff discuss almost daily, and have also discussed creating an in-person appointment system, but at the moment there are no plans to do this.
“Right now opening our doors to everyone would be too much of an issue that I think we would not be able to handle. The flow of individuals, the crowd control, would be extremely difficult for local offices. I think we would get less work done than we do with the offices closed,” she explained.
“We would be helping the few and not the many. And my goals is to help the many. We need to help as many claimants as we possibly can.”
Honolulu mayor-elect Rick Blangiardi indicated today he is willing to be more aggressive in re-opening Oahu to allow for such things as bars, other small businesses and team sports to be open more quickly than under current Mayor Kirk Caldwell’s existing tiered system of dealing with the COVID-19 pandemic.
“I would really be willing to … take a look at what we can do to open up certain things,” Blangiardi said during this morning’s segment of the Honolulu Star-Advertiser live stream program Spotlight Hawaii. “I think I take a very different approach to what’s being done right now on getting our kids back to playing sports …”
Generally, “I really want to take a look at that versus keeping everything shut down,” Blangiardi said. “At some point, we need to learn to live with this disease. And we’ve been living with this a long time.”
Blangiardi takes over the reins of city administration from Caldwell at noon on Jan. 2.
“It’s too soon to tell … I will tell you that the tiered system seems to have had some good effect,” he said, adding that he’s observed more people with face coverings and adhering to social distancing and other prescribed methods to deal with the pandemic.
“I think at some point, I don’t believe we can wait this out,” Blangiardi said. “I don’t want it necessarily going back to the tier system (and have it) be driven by the metrics. I want to look at the science and the data. And right now our containment of the disease here … these are low percentages in comparison and I really want to be able to weigh that.”
He stressed he’d first want to sit down with the medical community for their advice. “But I’m just telling you for me and my personal bias … I’m going to be a little more interested in being a little bit more aggressive, I believe, if we can.”
“I think at the end of the day, I think we’re all evolving. Feels like we’ve been in this thing much longer than we ever thought we’d be.”
With tourism now expected to return to Hawaii’s shores more slowly than originally anticipated, “I’m concerned about all of the businesses that got deemed non-essential and where they are right now at this moment in time, and whether or not we can at least get people back to work,” Blangiardi said. “I want to look at that. Really, especially because we have so many smaller businesses …. the ones that have been deemed essential that are doing well, but we’ve got a lot of small businesses that are on the brink of, if they aren’t already closded, perhaps closing … .because the impact on our economy is huge.”
Blangiardi noted that bars on Hawaii, Maui and Kauai have been opened. “My attitude to be candid with you is to open up the bars,” he said. “My atittude about this is rather than the blanket approach, is whether or not we could monitor places that might have deviant behavior … or weren’t prescribing to the protocols we have in place. I kind of want to get to a place now where people understand what it is that we have to do and we’re not going to have too many violators.”
Blangiardi said he’s had three meetings totaling eight hours with Caldwell and his staff in the past two weeks.
The mayor-elect said that like Caldwell, he backs Honolulu Police Chief Susan Ballard’s decision to suspend the use of patrol teams dedicated to pandemic rule violators amid an investigation into overtime abuse by officers.
He said he also endorses the belief that violators be given tickets rather than citations. “It might be a more enforceable thing,” Blangiardi said.

Gov. David Ige today said he plans to sign a new emergency proclamation that will clarify rules regarding the current statewide mask mandate to curb the spread of COVID-19.
Ige said he met with all four county mayors on Friday to create identical rules for mask requirements across all islands, he told the Honolulu Star-Advertiser’s Spotlight Hawaii program today.
“It will be required for everyone in the state of Hawaii to wear a mask while they’re in public. Period,” Ige said.
His 15th COVID-19 proclamation will include the “exact same language” across all islands, Ige said. “It will be same all across the state.”
There will continue to be exemptions for not wearing masks, which Ige did not immediately detail. But all of the exemptions will now be identical in each county, he said.
“There are exemptions … and we will list the exemptions that will be allowed. It will be the same set of exemptions that will apply in all the counties so there will be (consistent) enforcement,” Ige said.
Ige’s announcement follows weeks of concerns of confusion among both residents and visitors, with the visitor industry asking for a legislative special session to make the rules clear.
Some have raised concerns about the misdemeanor penalty for violators, which can result in fines up to $5,000 and the possibility of a permanent criminal record.
Ige said today that it would be cumbersome to try to create a uniform mask mandate in a special session — and to reduce the penalties through legislation.
He said that Hawaii now has the lowest rate of COVID-19 infections across the country.

Hawaii Lt. Gov. Josh Green is advocating for a statewide mask mandate, which he said would clear up confusion about what is and is not allowed, and significantly curb the spread of the coronavirus.
“I think a mask mandate for us should be very simple. It should be like the jaywalking laws. You’re not wearing a mask outdoors, you get a $100 fine. That’s it. And that will make sure everyone is wearing a mask through the end of the year at least,” Green said this morning on “Spotlight Hawaii.”
“If we can get up to 95% mask wearing rates, even over 90%, but over 95% has been the evidence across the globe, you see very steep decreases in COVID spread. Until we do that, until we get people to buy into that, until we can express that to travelers very clearly, it’s gonna be hard to stop spread,” he explained.
Green said the pre-travel testing program is going well, with the vast majority of visitors and returning residents opting to show proof a negative coronavirus test 72 hours before arrival to bypass the state’s mandatory 14-day quarantine.
As of midnight Sunday, since the state reopened transpacific travel 12 days ago, 59,035 visitors and 29,135 returning residents have come to the islands. The state is conducting limited surveillance testing of those returning, which so far has shown very few testing positive for COVID-19.
“We’ve done over 9,000 tests and we’ve had five positives. So the rate of travelers coming in is far lower than our own local rate of COVID,” he said.
“I hope people will understand this. Far lower with the pre-test, tiny numbers, versus our own base rate, which is higher, where we’re seeing hundreds of cases in clusters. If we’re smart we’ll be testing the clusters, we’ll be testing close contacts. If we’re stupid, we’ll test massively and get low yields. So we have to learn,” Green said.
“It’s so easy for people to point the finger elsewhere … really what we have to do is just be responsible, like every community across the country to prevent spread. That’s why we should always be talking about masks and not secondary tests.”
Green said calls for widespread secondary testing are misguided, and that the focus should be on getting everyone, residents and tourists alike, to wear a mask.
“If we spent this much energy on mask wearing, we wouldn’t have a pandemic here. We just wouldn’t.”

Lieutenant Governor Josh Green said he has fully recovered from COVID-19, but that one of the two members of his security detail is still battling the virus in the hospital.
“One of them did great, almost no symptoms whatsoever, sailed right through. The other guy got very sick and is experiencing his recovery in the hospital. So you just don’t know. You just don’t know how it’s going to play out,” he said.
Green joined Spotlight Hawaii today from the Capitol, happy to be back at work in his office, after having to quarantine and work from in his son’s room while he recovered from the coronavirus. Green said his wife and children were able to avoid contracting COVID-19, in part by being what he calls “ultra cautious.” That meant the family left food outside his door three times a day, and FaceTimed each other while in the same apartment, so they could see him without having any contact.
After Green was released from quarantine, he continued to wear a mask in his home when around other family members for several days.
“Even after I was cleared, we made sure that I had a mask on at all times, because you know, you just can’t be too safe,” he said.
The Lieutenant Governor has been tasked with overseeing the re-opening of transpacific travel with pre-flight coronavirus testing on October 15th. He spoke at length about how the program will work, and announced that children under five will not be required to have a separate test from their parents, a department from the state’s original plan that required all visitors, including minors of all ages, to be tested in order to avoid quarantine.
Green was somewhat critical of Mayor Kirk Caldwell’s new 4-tiered reopening framework, saying that he found some of the restrictions too severe.
“I think that the rules are a little bit too harsh on some businesses. And I think that, and I’m not saying they’re not doing this, I think that they would be honor bound at the City and County to use their CARES money, to use that CARES money that they have, some of it, to make sure that they’re always subsidizing anyone who they force to be closed. Cover their overhead. Cover their rent or lease,” he said.
Green repeatedly emphasized the need for everyone to wear a mask at all times when out of the house, even at the beach.
“Frankly, anything short of being in the water, you should have a mask on if you’re not with people from your household, because you will spread it. ” he said.
Department of Business, Economic Development and Tourism director Mike McCartney and Outrigger Hotels and Resorts President & CEO, Jeff Wagoner joined Spotlight Hawaii to discuss reopening transpacific travel. Both expressed optimism in the October 15th launch of Hawaii’s pre-arrival testing program.
“We’ve been working hard to operationalize it, to make sure the pieces are in place,” McCartney said. “There’s gonna be maybe a few kinks but we’ll do just continuous improvement and continuous communication to the visitor, the traveler, the resident. And the key to all this is, we want our employees to feel safe, we want our guests to feel safe, we want the community to feel safe, and then everybody can have a good experience here.”
After months of closure, leading to furloughs and layoffs, Wagoner said that he and his colleagues throughout Hawaii’s hospitality industry are eager to get back to business.
“We think the industry is ready in a big way,” Wagoner said. He said reservations for his company’s properties are up 30% with the announcement of the state’s reopening, but are still substantially off compared to a year ago. Wagoner said hotels have strict sanitation protocols in place, both for guests and hotel workers, and that employees have told him they want to get back to work.
“It’s important to us that this happens the right way. We got one shot at this. And if it goes south on us, it’s not going to be good for any of us, not the residents or the industry in general,” he said.
Both men agreed that tourism in Hawaii look different in months and years to come.
“I don’t know that we’re going back to 10 and a half million visitors ever. I think what’s important to us that people who come here respect what we have in Hawaii,” Wagoner said. “What we don’t want is our communities overrun with tourists so that people feel uncomfortable even when they go home at night. So I think you’re going to see a very different landscape going forward that people are going to feel a lot better about.”
McCartney agreed.
“This is a reset, not a restart. And so we’re setting something new. And so how we reopen, with the values and principles of reopening will manifest themself in the ultimate product that we deliver years from now. So this time and moment in Hawaii’s history is very, very important because we have a chance to chart out our future,” he said.

Gov. David Ige said it is unlikely that the state will open transpacific travel on October 1st, and that his office will release a timeframe of when that could happen sometime later this week. This morning on Spotlight Hawaii, the Governor said he met with a number of travel industry leaders over the weekend to work out what will be needed to safely bring visitors back.
“Just talking with many in the industry, it will probably not be October 1st, but in the next few days we will be providing a better plan for the scheduling of what those dates would look like,” he said.
Ige said the state’s new mandatory travel application that began earlier this month, and other protocols put in place for pre-travel testing will help to streamline the process, but hotels and other-related businesses have told him they likely need at least a month to gear up and prepare.
The Governor said he understands the frustrations regarding Mayor Kirk Caldwell’s restriction on limiting outdoor activity to individuals only, particularly for families with young children, but he supports the Mayor’s decision.
“The Mayor really felt that there needed to be a bright line that they could enforce on beaches, parks and trails, and decided that it should be individuals,” Ige said.
Ige has adjusted his own outdoor activity, with solo runs around the State Capitol.
“It is about changing our behavior in a way that helps us fight the virus. And you know, part of these are for short durations so that we can reduce the number of new cases that we’re seeing,” he said.
The Governor took questions on the economy, unemployment assistance, and the deadly coronavirus outbreak at the Yukio Okutsu State Veterans Home in Hilo. Ige also spoke about the changes in leadership at the Department of Health and expressed confidence in the state’s ramped up contact tracing program.
The Governor was followed by a brief interview with Hawaii Housing and Development Corporation executive director, Denise Iseri-Matsubara, who answered questions about the State’s Rental Relief and Housing Assistance Program.
Under the program, monthly rent payments of up to $2,000 per household on Oahu, or $1,500 per household on the neighbor islands are available. The $50 million program is being funded through CARES Act funding. To learn more, click here.
Nanci Kreidman, chief executive officer of Domestic Violence Action Center, and Tina Yamaki, president of Retail Merchants Association of Hawaii, joined Spotlight Hawaii today and answered viewer questions.
Lieutenant Governor Josh Green said he is sending a memo to the City, urging leaders to change Oahu’s stay-at-home order to allow for people from the same household to take part in outdoor activities together. Green said he does not believe the restrictions liming outdoor activity to one person are based on science, and says they should be relaxed.
Green shared his views in a wide-ranging interview this morning on Spotlight Hawaii, where he talked about the results of Oahu’s surge testing, the current hospital capacity, and weighed in on whether the state should reopen to transpacific travel on October 1st, with appropriate testing.
“There’s no reason we can’t do that,” he said.
Green proposed what he called a “soft opening” with two tracks for visitors and returning residents to avoid the 14-day mandatory quarantine: PCR testing within three days of travel, showing a negative COVID-19 result, or antigen testing three days before travel, and again within three days of arrival. Green says that kind of rapid testing is inexpensive and already being conducted at many airports outside of Hawaii.
“I don’t see any reason not to begin travel. Getting some hotels open, some restaurant activity going again,” Green said.
“As long as we’re giving enough tracing and testing to everybody, we can keep any eye one it. That’s really all that it takes.”
Green spoke highly of the new leadership at the Department of Health, highlighting the expanded contact tracing that is taking place. He also said he believes public schools will be able to reopen to in-person instruction in after the fall break, provided parents and teachers feel comfortable going back.
Green also urged everyone to get a flu vaccine.
“It is a good idea because if you can avoid having flu symptoms then you will not be put into the very difficult place of having flu-like symptoms and not knowing whether or not you have COVID.”
Spotlight Hawaii welcomed two guests Friday to discuss the latest in Hawaii’s public schools during the coronavirus pandemic and the new online Safe Travels application.
Hawaii State Teachers Association President Corey Rosenlee gave an update on how teachers are doing now that school is back in session. Douglas Murdock, chief information officer of the State Office of the Enterprise Technology Services, shared more about Safe Travels.
“The state of our teachers right now is stressed,” Rosenlee said. “Distance learning is much more difficult and a lot of our teachers feel like they are reinventing the wheel when it comes to how they teach.”
Rosenlee said HSTA members are frustrated by the lack of information about distance learning provided by the state Department of Education.
“That’s one of HSTA’s biggest frustrations, is we don’t know,” Rosenlee said. “The policies are being handled at a school level or at a complex area level, and so we don’t know how many students are on each campus, we don’t know how many teachers are on each campus.”
Rosenlee said DOE is not reporting by school when there are COVID-19 cases on campuses.
“So there’s no data to suggest whether or not schools that are having more people on campus are actually having more cases, and you would think that that kind of data would be very important for people making decisions and it’s just not being shared right now,” he said.
The DOE, which releases a tally of new COVID-19 cases weekly, said today a total of 25 individuals tested positive for COVID-19 between Aug. 29 and Sept. 4.
Rosenlee was skeptical about school resuming in-person classes next month as planned.
“There’s no research right now that American schools of a large enough size can open effectively. And until there is such research that can show that, we should be going to distance learning for our students and their teachers,” he said.
Murdock joined the second half of the program to discuss the Safe Travels application, a form that all travelers entering the state of Hawaii or traveling from Oahu to any neighbor island must complete. The form collects health and travel information aimed at curbing the spread of the coronavirus and making contact tracing easier in the event of a known COVID-19 case.
“We have some different purposes in mind in building the application. One is to be able to protect the health of our residents and our visitors, to make sure we know who is coming in who might have health issues related to COVID-19 that we need to address. And then to be able to enforce the quarantine, to have real-time information, for our law enforcement and for our health officials,” he said.
Murdock continued, “And then to get us ready to be able to re-open the economy so that we can handle the negative COVID-19 tests when they start coming in as part of allowing travelers to come in without being in quarantine.”
Travelers are encouraged to fill out the form before arriving at the airport, within 24 hours of their flight. The form can be found at travel.hawaii.gov.
Anne Perreira-Eustaquio, acting Director of the Department of Labor and Industrial Relations (DLIR), says her office has been making steady progress to help get benefits to those who qualify as quickly as possible, but she says empathizes with the thousands who are still waiting.
“I know it’s frustrating. I know they’re waiting. We’re trying our very hardest to get through the claims as fast as possible,” she told Spotlight Hawaii this morning.
“We are bringing on additional help. We are bringing on more volunteers in the next couple weeks. We are bringing on a call center to help us take the calls so we can get to those questions and help those individuals that need to be helped.”
Since the pandemic began the DLIR has faced an avalanche of claims, with more than 275,000 claims filed. Eustaquio says 96% of those have been addressed, with roughly 10,000 claims still pending. The pending claims are those that need further investigation, due to errors on the claim itself, or a discrepancy between an employee and his or her employer.
DLIR also manages Pandemic Unemployment Assistance (PUA), a program launched this spring to give assistance to those who are self-employed or independent contractors. Eustaquio says the majority of PUA claims filed in Hawaii have been denied. Roughly 115,000 PUA claims have been filed, 75,000 have been denied, and another 13,800 are still pending eligibility.
Eustaquio also took questions on the newly announced $300 federal plus up for unemployment benefits. Claimants who receive a minimum benefit of $100 or more are eligible for an addition $300 a week. Those benefits are considered to be a new program, which means individuals will have to fill out new paperwork to obtain them.
“It’s a whole brand new program, we cannot use the same application that was used to pay out the $600 benefits. So the IT team is now working on programming a brand new system to pay out the $300,” she explained.
“The $300 will be retroactive to the week of August 1st. Right now we’ve been approved for three weeks of payments through FEMA. We are working on obtaining an additional week approval for benefits,” she said.

Gov. David Ige joined Spotlight Hawaii today to discuss the state’s response to the coronavirus pandemic.
In a wide-ranging interview, Ige said that people in Hawaii will need to learn to live with the virus for at least the next 12 months, and that will mean significant adjustments to every day life.
“Each one of us has to recognize that everything we do, we have to differently. That really means wearing your mask even at home. You never know who might be exposed to the virus. Unless everyone in your home is completely shutdown, and not going out, and not interacting with anyone,” he said.
“Every business needs to change how they conduct business to maintain social distancing, to stop the spread of the virus. Virtually every industry, every organization, needs to think about what they can do to help fight the spread of the virus.”
Ige says concerns about the capacity of hospitals in the state led to the current “stay-at-home, work-from-home” order on Oahu. He says whether that is extended or not will depend on the number of COVID-19 cases in the community.
“We went from less than 50 COVID patients in hospitals all across the state, to more than 200 in very short order. And so that’s what drove the shutdown, the concern for the number of cases. The hospitals are stressed but not overwhelmed, and we want to make sure that they don’t get overwhelmed,” he said.
The governor also addressed the newly announced retirements of the heads of the state Department of Health and the Public Safety Department. He took questions about new unemployment benefits, contact tracing, the reopening of public schools and the pre-travel testing program.
Honolulu Mayor Kirk Caldwell said he knows the stay-at-home, work-from-home order is difficult for many Oahu residents, but he said the city is at “war” in the fight against coronavirus.
Speaking this morning on Spotlight Hawaii, Caldwell said he recently visited the Queen’s Medical Center, where nurses and doctors told him that those who recover from the virus can still suffer long-term consequences.
“They say they’re seeing more and more patients from early on, in March and April, that have lingering side effects. An inability to breathe well, they can’t run, they can’t walk upstairs, they get out of breath. They have what’s called ‘brain fog,’” Caldwell said. “People are having strokes and blood clots. That there’s clots in your lung and legs. And they think some of these could be permanent long lasting effects.”
Caldwell continued, “It’s not just about saving lives, it’s about protecting your population who could have long, long term, if not permanent effects, even if they recover, and even if they’re young.”
In parternship with the state and federal government, the city will be administering thousands of additional tests, to get a handle on the virus and stop the spread, including mass testing at the Aloha Stadium and H-3 freeway.
Caldwell said he awaiting for word from the state Department of Health on potentially adding several hundred more contact tracers. Caldwell would like to increase that workforce immediately, but cannot do so without approval from health officials.
Caldwell said he hopes the lockdown will not have to continue beyond the current 14-day order, but the number of cases will ultimately determine what happens next.
“Let make sure we can bring the number of cases down and then we can start to open up in a more thoughtful, protected way, all of us working together,” he said.
Hawaiian Airlines President and CEO Peter Ingram joined Spotlight Hawaii to talk about the impact of the coronavirus on the company. Ingram says the airline has adapted by instituting new safety protocols, but with the return of the neighbor island quarantine and the continuation of the transpacific travel quarantine, customer demand is not there.
“The impact of COVID-19 has been nothing short of profound on our business. It’s just hard to fathom such a significant decline in demand and the ability for people to access our services,” he said.
Ingram says Hawaiian Airlines is losing upwards of $3 million a day, and has borrowed heavily to survive. They have offered early retirement opportunities, voluntary leaves, and extended furloughs to employees, but even with those departures, they expect to have to lay people off starting in October.
“Even when it’s voluntary, I will tell you, there were tears flowing as people were saying their goodbyes and it’s been a tough, tough period for all of our team,” he said.
A pre-travel COVID-19 testing program, which could mean the end of the 14-day transpacific travel quarantine, was initially set to begin in August, but has been pushed back repeatedly. That has been difficult for Hawaiian Airlines and others in the tourism industry to plan around.
“I’m obviously concerned, you know, having seen the date set for August 1st, and then see that shift to September 1st, and then see it shift to October, we’re anxious that there may be another slide in that date, candidly, particularly with the case count continuing to be high here in Hawaii,” he said.
Ingram says when the pre-testing program was first announced, there was a lot of interest from travelers and ticket sales increased, but without specifics from policymakers, that interest has waned.
“What we’re hoping to get, sooner rather than later, is more details and specifics of the absolute clarity around what tests are applicable, so that we can get information about where people can get tests, try and provide that to our guests,” he explained.
Ingram says he is eager to see pre-flight testing get underway, not just from a business standpoint, but also for mitigating the spread of the coronavirus.
“I think having the testing program in place is going to provide more safety for our community as well, in fact more safety than we have today, with a very small number of travelers coming back and forth from the islands every day without tests,” Ingram said.
Mike McCartney, director of Hawaii State Department of Business, Economic Development and Tourism, joined the Honolulu Star-Advertiser’s Spotlight Hawaii to talk about the economic impact of the coronavirus on the state economy.
“Hawaii is going to be one of the last states to recover according to Moody’s Analytics, that just came out yesterday,” he said.
Before the pandemic, McCartney says tourists brought in roughly $50 million dollars a day to the state of Hawaii, so figuring out how to bring some of that spending back in a safe way is critical.
“We’re trying to find that right balance of keeping people safe and making sure we have an economy that can sustain all of us,” he said.
McCartney, who previously served as the head of the Hawaii Tourism Authority, said he does not expect a full scale reopening of transpacific travel until November or December, but that does not rule out smaller, more controlled efforts, like travel bubbles.
“I think the international market like Japan is one important that maybe we could do it together, and have a small bubble and start to expand it, and then show everyone that this is how you do it, and then continue to grow from that,” he said. “I think it’s, go slow to go fast.”
McCartney said the state has received several substantial grants through the CARES Act, including one for $30 million. He says the first $10 million of that will be going toward training programs to help people who have lost their jobs shift into new careers.
“These ideas came up from people in the business community, supported by the Legislature. So you’ll hear that announcement coming out shortly, that we’re going to be paying people to do that, as they retrain,” he explained.
He said there is also an initiative to support Hawaii’s fishing industry, and a third initiative supporting the state’s high tech entity, HCDC, to help local companies manufacture personal protective equipment (PPE).
“If we can start producing our own material, then that might be a strategic advantage for us, and so the legislature has given us money for that. So we’re gonna start implementing that in the weeks and months to come.”
McCartney said he is also hoping that more federal money comes Hawaii’s way, for sectors like construction, through infrastructure project funding or building more affordable housing.
“We see the urgency. We know can’t hang on, so we’re hoping also that other relief comes in, like federal money,” he said.
University of Hawaii President David Lassner joined Spotlight Hawaii to discuss the impact the coronavirus pandemic is having on the UH system. Student enrollment appears to be holding steady, but the number change daily.
“This is the most unpredictable semester ever. Families are making decisions very late, they’re changing their minds. Right now UH Manoa is up a little bit compared to last fall, UH West Oahu is up a little bit compared to last fall, but daily you look at these things,” he said. “I think what’s a nice way to say this, is that it’s not as bad as our worst fears.”
School starts on Monday, but classes will look very different this year. Most will be online whenever possible.
“The only classes that we expect to see our campuses are those that involve activities that we couldn’t figure out how to move online, so that will be like science labs, students in the healthcare professions, art studios in the arts, those sorts of things will be conducted in the physically distanced manner in accordance with CDC guidelines, state guidelines, country orders, so we basically track through all of those,” Lassner explained.
Lassner discussed changes to UH athletics, with no fall sports this year thanks to cancellations from the Big West and the Mountain West Conferences, which UH participates in. He hopes those sports will resume in the spring.
“If sports can be played safely, the next question actually is will that be with or without fans,” he said.
Lassner also addressed the financial challenges the University is sure to face, with the looming state budget shortfall. He also also spoke about how the UH system is working to support the community, by creating learning opportunities for Hawaii residents.
He also highlighted the partnership between the John A. Burns School of Medicine and the City and County of Honolulu, to create a lab at the medical school for COVID-19 research and testing. Lassner says the facility is expected to be operational by Labor Day.
“It’s focused on increasing testing in underserved populations, in homeless, rural communities, that really don’t have access to healthcare. We’re also looking at it as research lab that will be able to explore new testing methodologies.”
Sherry Menor-McNamara, President and CEO of the Chamber of Commerce of Hawaii, joined the Honolulu Star-Advertiser’s Spotlight Hawaii to talk about the impact COVID-19 continues to have on local businesses. In short, the news is not good.
“I wish I could paint a better picture, but unfortunately the outlook looks pretty grim,” she said.
Menor-McNamara cited results of a recent survey conducted by the Chamber and University of Hawaii Economic Research Organization (UHERO), which found a staggering number of local businesses will not be able to survive in these uncertain times.
“Back in April when we surveyed the members, ‘Do you think you’ll survive COVID?’ 6% said they would not be able to. That number jumped to 17%,” she explained. “And the further we delay the reopening of tourism, the more significant the impact will be.”
Menor-McNamara says says her organization is calling for more help from the government, including temporarily suspending the state general excise tax, adding more rent relief, and increasing the number of grants or loans available to local businesses. She is also encouraging individuals to buy local when they shop or dine out, and to follow health and safety guidelines, including social distancing and mask wearing to help stop the spread of the coronavirus.
Until the virus is under control, Menor-McNamara said opening the state to travelers will have to wait.
“Every time we push that delay, we will continue to see another wave of local businesses shutting down,” she said. “It’s going change the local landscape and fabric of communities.”
In a lengthy and frank discussion, Green warned that new restrictions could be coming if the daily case counts continue to rise.
“If we are here next week Tuesday, Wednesday, Thursday and we’re still seeing 150 to 200 cases a day, that’s a number that’s not sustainable as far as taking care of patients three weeks later,” Green said. “My advice will have to be to the Governor to do the full shutdown and go back to a four week period of stay at home, if that’s the number. The reason for that is that it worked.”
Green says the state is ramping up contact tracing efforts, increasing the number of staff to 200, along with adding volunteers and the National Guard. He says officials are meeting today to work out more details.
On the subject of education, the Lt. Governor says he does not expect full in-person learning to resume in the first quarter of the school year, and says that parents should plan for the possibility of distance learning for the rest of the calendar year.
Green also spoke about the challenges of meeting the health needs of the Pacific Islander community, which has seen a disproportionate number of COVID-19 cases. And he emphasized that young people, particularly millennials, who may not be as impacted by the virus physically, still need to take social distancing and mask-wearing mandates seriously.
“The business community and the economy will stay closed as long as we have high cases, and they will be unemployed. They will not be able to afford housing. They will not be able to afford cars. They will not be able to afford their education because they will not be able to go back to work. And they may kill their grandparents,” he explained. “So the combo of those things should be enough to kind of chill and not spread the virus for a month.”
Politics reporter Gordon Pang today joined Spotlight Hawaii, a new series from the Honolulu Star-Advertiser that shines a spotlight on issues affecting our islands, and took viewer questions about the election.
Economist Paul Brewbaker of TZ Economics joined Spotlight Hawaii today to talk about the state’s economic outlook in the wake of the coronavirus pandemic. With the increasing numbers of positive coronavirus cases, he says the news is not good.
“It’s pretty basic, everybody. The epidemiological problem is the economic problem. You don’t solve the economic problem until the epidemiological problem is solved, until we mitigate and contain spread of the novel coronavirus,” he said.
Brewbaker argued that containing the virus and bringing the case count back down is the only way to ultimately revive the economy, even if that means a temporary shutdown of activity and more economic pain in the short run.
“In Hawaii, we have failed since May to maintain the level of mitigation we had achieved, so we’re gonna have to start over again. Now that may not involve as draconian a form of shut down as we had to impose initially, because we’re all accustomed to mask wearing, and social distancing, more rigorous hygiene,” he said.
Brewbaker also shared his thoughts on reopening tourism, diversifying the economy, the housing market, statewide unemployment figures, and he noted that while Hawaii’s economy will recover, it may not look the same.
“Whenever there’s a large exogenous shot to the economy, there’s always a possibility that things you think were only temporary changes, turn out to be permanent changes,” he explained.
He pointed to changes in consumer spending on groceries and eating out, which shifted with the shutdown from March to May, explaining for example that while people will eventually go back to restaurants, the way they dine out many be different.
“I think it’s gonna be way more app based,” he said. “If you’re in business or if you’re thinking about changes in the employment landscape in the near future, I’d be thinking about how the structure of economic behavior changes among consumers and households and how business can anticipate, and respond, and get ahead of and be leaders moving us in those directions.”
Gov. David Ige is troubled by the increasing numbers of coronavirus cases in Hawaii and says that the state could soon face new restrictions, including a statewide shutdown of non-essential businesses.
“We do need to see the number being contained. If it continues to increase during this whole week, then I’m certain that the mayors and I would be looking at further action necessary,” he said. “We all know that a complete shutdown is not something that we want to do because of the impact on our businesses but if the numbers continue to increase then we may have to do that.”
Ige made his comments this morning on Spotlight Hawaii, where he took questions on a number of issues, including reopening transpacific travel, the number of contact tracers in the state, unemployment benefits and the planned start of school on Aug. 17.
Given the lower infection rates on the neighbor islands, Ige said that although the state Department of Education is a statewide system, it is possible that some counties may be able to start school ahead of others.
“We have always been looking at the reopening of school as a county by county possibility,” Ige said. “The virus activity on all of the neighbor island counties continues to be in containment and under control. And yes, it is possible for us to have different policies here on Oahu versus the neighbor island counties.”
He continued that once schools start, if a positive COVID-19 case is detected, that may not necessitate a systemwide shutdown.
“School closures, once they are reopened, can be looked at on a school by school basis, or even a building by building basis when they are looked at in the context of a school,” he said.
Ige said there is no pattern to the recent surge in cases. They come from social gatherings of all kinds, be it in the workplace, potlucks and parties at homes, large gatherings at the beach, or groups at gyms and bars. He emphasized the importance of personal responsibility and the basics that public health officials have been hammering for some time: wear a mask, physically distance yourself from others, stay home if you feel sick, and practice good personal hygiene.
“We can only be successful if we take personal responsibility for reducing the transmission of COVID-19 and that impacts every single aspect of what we do every day,” he said.
Spotlight Hawaii featured two guests to discuss the upcoming primary election on August 8th: Hawaii Office of Elections chief officer Scott Nago, followed by Honolulu Star-Advertiser reporter Gordon Pang.
Nago says his office has already started to process ballots that are arriving for the state’s first all mail-in election. He reminded the public that ballots must be received, not postmarked, by 7 p.m. on election day in order to be counted. He recommends mailing ballots at least five days before election day to make sure they received on time. His office has also set up a number of large drop boxes across the state, where voters can deposit their ballots as late as 7 p.m. on election day.
“Those ballots that are dropped off in those drop boxes are picked up daily by election officials,” Nago said. “Also voters can log on to our website to see if their ballot was received. So you can actually track your ballot to make sure it was received, accepted and processed for counting, as well as download your virtual ‘I voted’ sticker.”

Gordon Pang, who has covered Honolulu city politics since 1995, joined the second half of the livestream, to offer his insights on the upcoming primary. He spoke about the Honolulu Star-Advertiser’s poll, which shows Rick Blangiardi and Colleen Hanabusa in the lead for Honolulu mayor, but also found that 20% of voters are still undecided.
“Cleary when speaking to voters, the pandemic is on everyone’s mind and what they’re looking for is a leader that can lead Oahu beyond the pandemic, and be able to cope with the after effects,” Pang said.
Pang says that he is also paying close attention to candidate fundraising. The latest campaign finance reports are due at midnight, and he expects a large infusion of cash for the top candidates across the board.
Pang also spoke about the race for Honolulu city prosecutor, and the large number of open Honolulu City Council seats.
“We’re talking about five seats, which is the majority of the Council. This is really gonna shape what City Hall’s policies are going to look like in the next four years,” Pang said. “There’s five races, I think in at least four, possibly all five, they’re gonna go into the general and they’re completely unpredictable.”
Hawaii health officials today reported 47 new coronavirus cases as the statewide total climbed to 1,757.
“We’ve doubled our number cases in the last 30 days,” Green said. “It took us five months to get to 800 and then it took us one month to get to 1,700. Let me speak as a physician, mostly. For every 100 cases, we get 10 individuals that go into the hospital. And for every 65 cases that we are able to detect, one person dies in our state. So as you see these surges, it’s not an abstraction, it’s very real.”
Because of those surges, Green said he recommends limiting gathering in groups to 10 people or less.
“We have to be very mindful not to do any more large gatherings,” he said. “No street fairs, no large gatherings in parks, none of that stuff for a few months, that’s got to end.”
Green said that like so many, he wants to restart the economy by opening transpacific travel, but indicated that lifting the 14-day quarantine for travelers on Sept. 1 may not happen. He also spoke at length about the challenges of reopening schools by Aug. 4.
Green said he concerned about the overall stress and mental health challenges that so many Hawaii residents are facing in the face of so much uncertainty. He urged the public to continue to physically distance and wear face masks.
