I think that is the short term deal within the structure of a long term deal they cut either in the late 90s or early 2000s. After they got rid of Gingrich and secured their position with W. Then the Patriot Act locked the Deep State in it's place and they found working with each other made perfect sense. It probably wasn't a single deal cut at any point, but a period of time, say over 5 years, where they came to an understanding.
