Ok perhaps he wasn’t necessarily FBI, but he seems to have been duped in some sort of way.

Perhaps he was a “known wolf” loon the FBI “trained” towards the target then.

Like how they convince “Jihadists” to plan attacks and then “save us” by arresting them.

That would seem to fit the scenario well.
