True, the heat can be useful in certain cases, like wintertime in a cold house (although not as cheap as other heat sources), or for their simplicity (light and heat).
No, I hadn't heard about the traffic light problem. That's pretty funny actually, but those kinds of things happen. I suppose it's cheaper to use the heating coil with a thermostat, so you save the energy anytime it's not below freezing.
