The City of Vancouver is working with private investors on a $1.5 billion makeover of its downtown waterfront. Anchored by a pier that extends 90 feet into the Columbia River with a towering metal beam and cable suspensions that evoke a nautical sail, the development spans more than 30 acres on land that once belonged to a paper mill. Today, it boasts a seven-acre park that connects to restaurants, wine tasting rooms, offices and housing, including luxury condos with river views.
